대학자율과 대학입시의 방향

국문 초록

우리 교육은 지난 50년의 반세기가 넘는 동안 양적인 측면에서 괄목할 만한 성장을 하여왔다. 이 과정에서 대학입시는 우리나라 교육 정상화의 고리로 인식되어 왔고 이번 2008년 입시개혁안까지 합쳐 해방이후 크게는 15번, 세부적으로는 무려 36차례나 바뀌어 왔다. 특히 대학입시의 문제는 교육문제의 범주를 벗어나 전 국민적인 사회문제로 부각되어 왔고 오늘날은 교육 경쟁력을 약화시키는 주요한 요인으로 인식될 정도가 되었다. 그 동안 대학 입시제도의 빈번한 변화에도 불구하고 대학입학 정책변화의 기조는 주로 대학입시 관리의 주체가 누구인가에 맞추어져 왔다. 첫째, 그간의 대학입시개혁은 관리주체의 논쟁에 치우쳤다는 점이다. 둘째, 대학입시개혁의 논리가 교육적 논리라기보다는 정치적 논리에 치우친 면이 없지 않았다는 점이다. 셋째, 「선발 위주의 사고」에 지나치게 집착해 왔다고 볼 수 있다. 넷째, 전형요소와 방법 그리고 전형시기 등 대학입시의 전형자료와 절차 그리고 시기 등의 획일화를 지적할 수 있다. 다섯째, 고등교육 기회의 제한 측면을 들 수 있다. 기존의 대학 입시제도는 선발의 관점에만 서 있었기 때문에 「학생 유치」의 관점은 간과되어 왔다. 대학입시자율성을 논의하기 위해서는 대학자율의 개념과 전제에 대한 논의가 선행 되어야 할 것이다. 대학의 자율성의 개념은 체제와 체계의 자기통제와 자기혁신을 통한 기능의 극대화 부여라 볼 수 있다. 이 점에서 대학의 자율성은 상대성, 개혁성, 개방성, 합리성, 그리고 윤리성을 그 전제로 한다.

영문 초록

Our Education has been developed in the quantitative aspect during more than 50 years. During those times the admission to the university has been regarded as the core matter to normalize the education. After the national liberation, the admission policy has been changed largely 15 times and particularly no less than 36 times. Especially the admission to the university has been mattered not only to the students or their parents but also to all of the people in Korea. It is even regarded as an important factor to weaken the education's competitive power. The problems of it is as follows. First, the major changing object focused on the principal body to manage the admission to the university in spite of the frequent changes. Second, the logic for the renovation of the admission policy leaned to the political one more than educational one. Third, they adhere to the consideration aiming selection too much. Fourth, admission factors, methods, periods were very uniformed. Fifth, restriction of the higher education aspect should be pointed out. They neglected the aspect to induce the students. To discuss the admission autonomy of the university, the idea and basis of the university autonomy should be preceded. The idea of the university's autonomy may be said as the grant the greatest function through the self control and self reform of its system and scheme. At that point, the autonomy of the university stands on the relativity, openness, reasonableness, renovation, and morality.
