뉴노멀 시대의 청소년쉼터 전환모형에 관한 질적 연구

국문 초록

본 연구는 청소년쉼터를 이용하는 가정 밖 청소년들의 변화 양상과 향후 발전적인 청소년쉼터 전환모형에 따른 기관장들의 목소리를 발견하여 뉴노멀 시대의 가정 밖 청소년들을 위한 정책 기본방향 수립을 위한 기초자료를 제공하고자 실시된 연구이다. 이를 위해 뉴노멀 개념 및 특징, 청소년쉼터의 유형, 청소년쉼터 연구동향에 관한 문헌고찰을 실시하고 2023년 9월 27일부터 10월 11일까지 기관장을 대상으로 서면조사를 실시하였다. Braun과 Clarke(2006)가 제시한 주제분석(Thematic Analysis)의 6단계 방법으로 분석한 결과, 연령, 성별, 가정환경, 가출 원인, 문제 증가(정신과적, 사회, 내적 기제), 기타 특성들이 하위주제화 되어 현재 청소년쉼터를 이용하는 청소년들의 특성에 대한 주제로 수렴화되었다. 또한 유형에 대한 운영상의 어려움 발생에 따른 각 유형별 청소년쉼터 고유의 목적에 대한 재검토 필요, 인권친화적 기관운영 필요, 기간 중심이 아닌 기능 중심의 지역적 특성을 고려한 청소년쉼터, 쉼터 공간의 현대화 필요 등의 하위주제가 도출되어 뉴노멀시대의 향후 발전적인 청소년쉼터 모형을 주제화할 수 있었다. 이에 기반한 실천적, 정책적 제언과 후속연구의 과제를 제시하였다.

영문 초록

This study was conducted to provide basic data for establishing the direction of policies for out-of-home youth in the new normal era by discovering the changes in how they use youth shelters and in the voices of institutional heads. According to the future developmental model for youth shelter conversion. Thus, a literature review was conducted on the concept and characteristics of the new normal, the type of youth shelter, and the research trend for youth shelters. A written survey was conducted the heads of institutions from September 27 to October 11, 2023. As a result of the six-step thematic analysis presented by Braun and Clarke (2006), age, gender, family environment, reason for runaway, increased problems (psychiatric, social, internal mechanisms), and other characteristics became sub-topics, converging into themes related to the characteristics of adolescents who currently use youth shelters. In addition, sub-topics such as the need to review the unique purpose of each type of youth shelter due to their specific operational difficulties, the need to operate a human rights-friendly institution, the need to operate a youth shelter in consideration of function-oriented regional characteristics rather than a period of time, and the need to modernize the shelter space were derived. The theme for future developmental model for youth shelters of the new normal era could be determined. Based on this, practical and policy suggestions and follow-up research tasks were presented.
