노인 대상 비대면 사회서비스 제공 경험 및 효과적 제공 방안에 관한 연구: 종사자 FGI 분석을 중심으로

국문 초록

코로나19로 인해 사회서비스 영역에도 비대면 서비스를 도입하는 다양한 사례들이 생겨나고 있다. 그러나 사회서비스의 주요 수혜집단 중 노인은 낮은 디지털 리터러시, 물리적 환경 미비 등 다양한 이유로 인해 비대면 서비스의 접근성과 효과성이 제한적인 것으로 알려져 있다. 본 연구에서는, 그럼에도 불구하고 사회서비스를 필요로 하는 노인을 위해 비대면 사회서비스를 제공해야 할 때 보다 효과적으로 제공할 수 있는 방안을 탐색하는 데 목적을 두었다. 이를 위해 노인 대상 사회서비스를 제공하는 주요 기관 종사자들을 대상으로 FGI를 실시하여 노인 대상 비대면 사회서비스 제공 경험 사례를 수집하고, 비대면 사회서비스의 제공 수준과 효과적 제공에 영향을 미친 요인을 탐색하였다. 분석 결과를 토대로 노인 대상 비대면 사회서비스의 효과적인 제공을 위한 방안 및 필요한 정책방향을 다음과 같이 제안하였다. 첫째, 비대면 서비스의 목적은 사람과 사람 간 소통에 두어야 하며, 효과성도 소통 활성화에 달려 있다. 둘째, 서비스 제공기관 수준에서는 유연한 서비스 제공, 제공방식에 대한 전략적 선택, 주민에 의한 교육, 기관 종사자의 디지털 역량 증진, 지원 인력 배치 및 경험 독려, 신체건강 비대면 서비스 제공 등이 중요하다. 셋째, 정책 차원에서는 서비스 제공기관 및 이용자를 위한 물리적 환경 지원, 이용자 편의를 위한 가이드 및 쉬운 기기 개발, 예산의 유연한 활용 허용이 필요하다.

영문 초록

In response to the COVID-19 pandemic, a surge in the adoption of non-face-to-face services within the social services sector has been observed. Despite these advancements, the accessibility and effectiveness of non-face-to-face services for older adults, a significant beneficiary group of social services, remain constrained due to factors such as low digital literacy and insufficient physical environments. This research aimed to explore more effective ways of delivering non-face-to-face social services to older adults who continue to rely on such services. The study conducted focus group interviews (FGI) with staff from major institutions providing social services to older adults, aiming to comprehend the overall status of non-face-to-face social service provision and to explore factors influencing the level of service provision and effective delivery. The analysis results prompted the formulation of specific recommendations for the effective provision of non-face-to-face social services for older adults, organized according to influential factors. Firstly, it is imperative that the purpose of non-face-to-face services prioritizes interpersonal communication, with effectiveness contingent upon the activation of communication. Secondly, at the institutional level, flexibility in service provision, strategic decision-making in service delivery methods, resident education initiatives, enhancement of digital capabilities among institutional staff, deployment of support personnel, encouragement of experiential learning, and the provision of non-face-to-face services for physical health were identified as crucial elements. Lastly, at the policy level, there is a pressing need for support in physical environments for both service providers and users, the development of user guides and user-friendly devices to enhance convenience, and flexibility in budget utilization. These recommendations collectively contribute to the enhancement of non-face-to-face social services, ensuring their efficacy and accessibility for the older adult population.
