국문 초록

사회복지 현장실습은 사회복지학의 응용 학문적 정체성을 대표하는 핵심 교육과정이다. 사회복지사 국가자격 남발에 대한 위기의식과 함께 전문직 옹호의 관점에 기초한 현장실습 요건 강화를 주요 골자로 2019년 8월 사회복지사업법 시행규칙이 개정되었고, 이에 따라 2020년부터 한국의 현장실습은 큰 변화를 겪게 되었다. 본 연구는 사회복지사업법 시행규칙 개정 이후 실습의 각 주체(대학 및 교육기관, 실습생, 실습기관 등)가 경험한 실습 교육의 모습을 파악하고 한국 사회복지교육의 개선방안을 제시하는 것을 목적으로 한다. 이를 위해 2021년 7~8월 중 대학 및 교육기관 95개, 실습생 318명, 실습기관 2,051개를 대상으로 실습경험은 어떠하였는지 조사하였다. 분석 결과, 교육기관 유형별로 실습 교수 운영방식의 차이가 있었고, 세미나 운영 방식, 오리엔테이션 운영 방식, 실습비 부담과 실습비 지원 여부 등의 차이가 있었다. 실습생들은 전반적으로 실습 교육경험을 긍정적으로 평가하였지만, 불만족스러운 경험과 실습 중 부당한 경험도 보고하였다. 본 시행규칙 개정에 대해 교육기관 유형별로 입장과 견해의 차이가 있었음을 확인하였다. 이를 토대로 사회복지 교육기관 대상 사회복지 현장실습 교육인증체계 마련, 모든 교육기관과 이해관계자를 아우르는 사회복지 교육관련 협의기구 마련, 실습비 관련 개선방안 마련, 현장실습 표준교육안 및 교수방법 연구 필요, 근본적인 현장실습 제도개선방안 논의 등을 제안하였다.

영문 초록

The social welfare field practicum is a fundamental part of the social welfare discipline, representing its identity as an applied social science. In August 2019, the Enforcement Rule of Social Welfare Services Act was revised to address the issues of over-issuing social worker certificates and to strengthen field practicum requirements in order to promote professionalism. As a result of this revision, significant changes have been made to the field practicum since 2020. The purpose of this study is to identify the experiences of each practicum subject, including universities, educational institutions, students, and placement agencies, in field practicum after the revision. Additionally, this study aims to propose ways to improve social welfare education in Korea. The survey was conducted from July to August 2021 and included 95 universities and educational institutions, 318 students, and 2,051 placement agencies. The analysis results indicate that there are differences in the management of field practicum instructors, seminars, and orientation, as well as in the payment of practicum fees and institutional support, depending on the type of educational institution. Overall, students evaluated their practicum experience positively, but also reported unsatisfactory and unfair experiences. The study revealed varying perspectives on the revision of the Enforcement Rules depending on the type of educational institution. Based on these findings, the study proposes the initiation of a social welfare field practicum certification system for social welfare educational institutions. It also suggests the establishment of a consultative board that includes all educational institutions and stakeholders. Additionally, the study recommends improving the management of practicum fees, highlighting the need for standardized education plans and teaching for field practicum, and preparing fundamental ways to improve the field practicum system.
