국문 초록

본 연구는 우리나라 특수교육 전달 체계에서 중추적인 역할을 담당하고 있는 특수교육지원센터의 운영 상황 및 어려움에 대해 탐색하고, 이를 바탕으로 특수교육지원센터의 기능 제고 및 시도특수교육원의 운영 방향에 대한 제안하는 데에 주요 목적이 있다. 이를 위해 교사, 학교 관리자/교육 전문직, 교수/연구자, 부모 총 네 집단을 대상으로 조사연구를 실시하였으며 총 201명의 응답결과를 집단 및 지역별로 분석하였다. 설문지는 총 다섯 가지의 주제 영역(역할 규정 및 인력관리, 진단·평가 전문성 및 시스템 관리, 특수교육 관련 서비스 및 자립 지원, 학교(급) 및 지역사회와의 협력, 시도 특수교육원 역할 및 기능)에 대한 현행 실행도 및 향후 중요도 관련 인식 정도를 묻는 문항으로 구성하였다. 그 결과, 특수교육지원센터의 기능 및 역할에 대해 교사 및 부모간의 인식 차이가 큰 것으로 나타났으며, 진단·평가 전문성 관련 문항에서 낮은 현재 실행도 인식을 보여주었다. 또한, 학교 및 지역사회와의 협력과 관련하여 부모 집단의 인식이 다소 낮게 나타났으며, 지역별 차이 또한 유의미하게 나타났다. 끝으로, 시도 특수교육원의 주요 역할로 지역 특수교육지원센터 지원 및 교사 및 교육 전문직 연수 지원을 위한 주요 기관으로서 자리매김해야한다는 문항에서 높은 응답을 나타내었다. 이상의 결과를 바탕으로, 특수교육대상자 지원 체계의 내실화를 위한 특수교육지원센터 및 시도 특수교육원의 기능 및 운영 방향에 대해 논의하고, 향후정책 및 연구 방향에 대해 제시하였다.

영문 초록

The present study aims to (a) explore the current situation and difficulties in operating the Special Education Support Centers(SESC) which functions as a core component in the special education delivery system and (b) suggest future directions in a way to enhance the functions and roles of the SESC and the Metropolitan and Provincial Institutes of Special Education(MPISE). A total of 201 participants consisting of four groups of participants(Teachers, School administrators/Educational experts, Professors/Researchers, and Parents) completed the survey and data were analyzed according to group difference and regional inequality. The development of questionnaire and pilot-testing was performed based on five topic areas which were identified from the previous studies and policy reports. Results were as follows: first, there was a difference in perception on the roles/functions in the SESC between Teacher and Parent groups, and both groups revealed low-level of perceptions regarding the expertise in diagnosis and assessment procedures for individuals with disabilities. Second, a low-level of perception was found in the Parent group regarding the cooperative approach among the SESC, schools and communities, with the disparity among the three regions, which implied the regional inequality in special education service delivery system. Finally, regarding the expected roles of the MPISE, high-level of perceptions among the four groups were found for the item stating the MPISE as a primary place to support the regional SESC and professional development of school personnel. Based on the findings, ways to enhance the roles and operations of SESC and MPISE were discussed, as well as future directions for practice, research and policy.
