다문화가정 학생을 위한 한국어교육 지원 실태 및 요구 분석: 델파이 조사를 통한 전문가 인식을 중심으로

국문 초록

연구는 우리나라 다문화가정 학생을 대상으로 한국어교육을 할 때 인적, 물적, 심리적, 행ㆍ재정적 지원의 실태가 어떠하며, 어떤 지원 방안들이 요구되는지를 파악하는 데 목적을 두고 수행되었다. 연구방법은 다문화가정 학생의 한국어교육에 관련된 전문가 30명을 대상으로 한 델파이조사였다. 조사는 3단계에 걸쳐 실시되었으며, 최종 3단계의 결과에서 인적, 물적, 심리적, 행ㆍ재정적 지원의 실태와 요구가 도출되었다. 연구 결과는 다음과 같다. 첫째, 인적 지원으로는 한국어교육 자격 연수를 통한 전문가 양성, 한국어교육 전문가 및 다문화 전문가 활용, 멘토링 제도 운영, 한국어 학습 도우미 제도 운영 등이 중요하게 인식되고 있으나, 현장에서는 매우 미흡한 수준으로 지원이 이루어지고 있었다. 둘째, 물적 지원으로는 교재/자료 개발 및 보급, 다문화(한국어) 교육 센터 등이 요구되었다. 그러나 물적 지원은 매우 낮은 수준으로 현장에서 실천되고 있었으며, 실제 현장에서는 연구 결과 중요하게 인식되고 있는 프로그램 제작 보급보다는 프로그램 운영에 필요한 KSL 강의실에 치중되어 있어, 내용보다는 형식적인 지원이 앞서 이루어지고 있음을 볼 수 있었다. 셋째, 심리적 지원으로는 다문화 인식에 대한 제고와 다문화 가정 학생을 일반학생과 동일하게 취급하고 그들의 자신감, 정체성 의식 향상과 공동체 의식 향상 등이 필요한 것으로 나타났다. 이들은 모두 매우 미흡한 수준이지만 비슷한 순위로 실천되고 있었다. 끝으로, 행ㆍ재정적 지원으로 중요하게 인식되고 있는 것은 교사(한국어/이중언어)의 대우, 저소득층 자녀 대상 교육비 지원, 한국어교육 프로그램 운영비로 나타났으나, 이 역시 현장에서는 매우 미흡한 수준으로 실천되고 있었다. 특히, KSL 교사의 지위 보장과 교재 및 교수ㆍ학습자료비 지원은 요구에 비해 행ㆍ재정적 지원은 거의 없는 것으로 나타났다.

영문 초록

This study is aimed at exploring the actual conditions of human resources, physical, psychological, administrative, and financial support and measures needed to support when teaching multicultural students Korean language in Korea. The Delphi method as a research instrument was used in this study. It targeted 30 experts related in Korean-language education for multicultural students. The survey was carried out in three stages. The actual conditions of human resources, physical, psychological, administrative and financial support and needs resulted from the third stage. The study results are as follows: Firstly, when it comes to human resources support, the experts think that cultivating professionals for Korean-language education through special training, utilizing experts in Korean-language education, multicultural experts, and learning support assistants for Korean-language and running mentoring programs are important, but there seems to be a lack of support in reality. Secondly, concerning physical support, the development and distribution of textbooks and learning materials and the center for multicultural education are required. In the education field, the physical support is not fully implemented. It is still a low level of support. However, KSL classrooms which is needed for running multicultural programs are secured rather than producing and distributing those programs. It is a merely perfunctory support. Thirdly, In terms of psychological support, improving multicultural awareness, self-confidence, self-identity and community spirit, and treating multicultural students like other students equally are included. The level of the support is insufficient. It is still a low level of support as well. Lastly, concerning administrative and financial support, the experts think that treatment of teachers(Korean-language/bilingual), educational support for children of poor families and operating expenses of running Korean-language programs are important. but there seems to be a lack of support in reality. Specially, there is scarcely qualified KSL teacher status guarantee and support of teaching materials including expenses comparing the administrative and financial demand.
