이주배경 아동․청소년 대상 한국어교육 정책사례 연구

국문 초록

2022년 3월 「초․중등교육법 시행령」제89조가 개정되면서 예비학교에서 한국어 수업을 받던 학생들이 바로 공교육으로 진입하게 되는 경우가 늘 것으로 예상된다. 따라서 한국어 교육에서 표준화된 시스템과 정책이 더욱 필요하게 되었다. 다문화사회에 진입한 우리나라는 관련 학자들과 정책입안자들이 빠른 기간 내에 학문적 이론 정립, 관련 법안 등을 마련하고 정책을 추진하였다. 부처별 정책 운영 추진 과정에서 ‘단일민족’ 프레임으로 형성된 제도와 법안들이 수정되어야 했다. 이주배경 아동․청소년의 교육권 보장을 위해 법무부와 교육부가 협력하여 순차적으로 법안을 개정하여 이들의 공교육 진입 장벽이 제거되었다. 본 논문은 이러한 이주배경 아동․청소년의 유형과 이들을 대상으로 하는 교육관련 법과 제도 및 실제 운영되고 있는 프로그램과 교재들을 부처별로 살펴보았다. 한국어 교육 정책의 추진성과와 한계, 해외사례로써 매사추세츠 주 ELL프로그램을 검토하여 시사점과 제언을 도출하였다. 다문화 교육 관련 법령의 정비를 통한 추진근거와 예산 확보, 컨트롤타워로서의 중앙다문화교육지원센터의 역할과 기능 강화를 통한 현장 지원, 한국어 진단-보정시스템의 정착 및 의무 가입을 통한 실질적인 한국어 능력 관리, 필수 검사항목의 모국어 번역본 제공, 이중언어 교사 양성 및 활용 확대, 부처별 협력을 통한 국가 전체의 사회통합 목 적 실현을 제안한다.

영문 초록

The significance of educational policy and Korean language education increases due to the rising number of immigrants. Since the 1990s, the Korean government has been embarking on the national policy of encouraging overseas people to immigrate to Korea via marriage or employment. This national policy brings many immigrants, for which Korea becomes a multicultural country. Because the residence of the immigrant has been prolonged, the necessity of education programs for children of resident foreigners has been discussed. Scholars and policy makers in the field of Korean language education established academic theories, enacted related laws, and promoted policies within a short period of time. Each department has its own position to operate various programs for overcoming limitations which were found during the process of promoting diversiform policy operations. In order to offer the right to education to the immigrant juvenile, the Ministry of Justice and the Ministry of Education cooperate to revise the bill for sequentially removing obstacles of entry into public education for immigrant students. The rapid establishment of a social and legal system to support Korean language learning becomes important because adapting to a society and culture depends on linguistic competence; therefore, the standardized educational systems at the national level are required. Improving laws related to multicultural education, strengthening the role and function of the Central Multicultural Education Support Center as a control tower, activating a diagnosis-correction system in the process of Korean language learning, and cooperating with ministries to realize the ultimate goal of social integration are proposed to implement the ideal educational systems for the immigrant students.
