노인보건복지정책 및 지원제도의 현황 및 과제: 라이프스타일을 중심으로

국문 초록

목적 : 본 연구는 정부에서 시행 중인 노인보건복지정책 및 지원제도를 라이프스타일에 따라 분석함으로써 적절한 정보를 대상자에게 전달할 수 있도록 정책 및 지원제도에 대한 작업치료사의 인식도를 높이고자 하였다. 연구방법 : 본 연구는 노인정책 및 지원제도를 제공 목적 및 취지에 따라 노인의 라이프스타일 영역인 신체활동, 활동 참여, 식이 및 식습관 영역으로 분류하였다. 이후, Gilbert와 Terrell의 사회복지정책 분석틀을 사용하여 할당체계, 급여체계, 전달체계, 재정체계별로 요약하였다. 결과 : 분류 결과, 노인의 라이프스타일 영역에 부합한 보건복지정책 및 지원제도는 3개였으며 노인맞춤돌봄서비스, 노인자원봉사활성화사업, 노인일자리 및 사회활동지원사업이었다. 신체활동 영역은 노인맞춤돌봄서비스의 건강교육이 포함되었다. 활동 참여 영역은 노인맞춤돌봄서비스의 사회참여와 일상생활지원, 노인자원봉사활성화사업, 노인일자리 및 사회활동지원사업의 목적이 부합하였다. 식이 및 식습관 영역은 노인맞춤돌봄사업의 영양교육이 포함되었다. 결론 : 정부에서 제공하는 노인보건복지정책 및 지원제도는 신체활동과 식이 및 식습관 영역에 비해 활동 참여 영역에 집중되어 있었다. 특히 경제참여와 관련된 정책 및 제도가 다양하게 수립되어 있었으며 이를 통해 정부에서 노인의 경제상황의 개선을 위해 노력하고 있음을 알 수 있었다.

영문 초록

Objective : Our study aims to increase occupational therapists' awareness of the health and welfare policies and support systems of older adults. Methods : This study classified policies and support systems for older adults into lifestyle areas. Gilbert and Terrell's social welfare policy analysis framework was used to summarize it by allocation system, benefits system, delivery system, and financial system. Results : There were three health and welfare policies and support systems suitable for older adults' lifestyle areas. Physical activity included health education of customized care services for older adults. In the activity participation, customized care services for older adults, jobs for older adults and social activity support, and government-sponsored elderly volunteer program were contained. Eating habits included nutrition education of customized care services for older adults. Conclusion : The government's health and welfare policies and support systems for older adults were concentrated on activity participation compared to physical activity and eating habits. In particular, various policies and systems related to economic participation were established, and this showed that the government was making efforts to improve the economic situation of older adults.
