국문 초록

전 세계적으로 기후위기 대응을 위한 다양한 노력이 계속되고 있다. 탄소중립(Net zero)을 달성하기 위한 파리협약(Paris Agreement)이 대표적이다. 이 협약 이후 세계 각국은 탄소중립을 의무화하고 탄소중립을 달성하기 위한 목표들을 설정하는 국내법을 제정하였다. 그러나 이러한 노력에도 기후위기는 날이 갈수록심해지고 있는데, 이것은 더 이상국가 차원에서의정책 시행, 혹은 공공기관 차원의노력에 의하여 탄소중립이 달성되는 것이 아니라 사회 각 분야 모두가 이러한 목표달성을 위해 참여해야 한다는 것을 의미한다. 스포츠 또한 이러한 분야 중 하나이다. 스포츠는 현대에 들어서며 점차 심각한 환경파괴를 유발하기 시작했다. 올림픽과 월드컵을 비롯한 전 세계 규모의 스포츠 경기가 열리며 대규모의시설 개발과인프라구축이필요했고, 이것은환경파괴로이어졌기때문이다. 또한스포츠가대중화되며 많은 사람이 전문 스포츠를 원하기 시작하였고 이에 대한 시설 개발도 지속적으로 이루어지고 있기에 스포츠시설로 인한 환경파괴와 기후문제도 심각해지고 있다. 우리나라의 경우 스포츠가 사회의 중요한 분야 중 하나로 자리 잡았다. 특히 서울올림픽 이후, 우리나라 국민들에게 스포츠에 대한 좋은 인식이 자리 잡으며 스포츠가 대중화되었으며, 최근에는 건강한 일상생활을 위한 스포츠의 기능이 연구되고, 또한 많은 사람이 스포츠의 건강증진기능을 체감하며 더욱스포츠가대중화되고있다. 이러한상황에따라관련정책들도시행되고있으며얼마전에는「스포츠기본법」을 포함한 다양한 스포츠 관련 법률들이 제정되기도 하였다. 여기에는 스포츠의 환경보호에 대한 규정이 포함되기도 하였다. 다만, 우리나라의 법제에는 스포츠 분야에서 발생하는 환경오염과 그로 인한 기후문제를 어떻게 해결할지에 대한 구체적 내용이 포함되어 있지 않다. 이에 이러한 문제를 해결하기 위하여 스포츠 분야에서 발생하는 환경오염의 문제를 스포츠 관련 법률에서 시행하고 있는 기본계획에 포함하는 방법, 또는 기본계획에 친환경 스포츠내용이 반드시 포함되도록 개정하는 방법, 친환경 건축물과 관련된 법률을 활용하는 방법 등 다양한 방법이 고려되어야 할 것이다. 또한, 기후와 관련된 사항이 점차 법제화되고 있고, 스포츠와 관련된 기후문제도 계속 논의되고 있으므로 이에 대한 정비가 필요할 것이다.

영문 초록

Various efforts are being made to respond to the climate crisis around the world. A representative example is the Paris Agreement to achieve carbon neutrality (Net zero). After this agreement, countries around the world enacted domestic laws that mandated carbon neutrality and set goals to achieve carbon neutrality. However, despite these efforts, the climate crisis is getting worse day by day. This means that in order to respond to the climate crisis, it is no longer the efforts of national policies and public institutions, but all members of society must participate. Sports is also one of these fields. Sports entered the modern era and gradually began to cause serious environmental destruction. This is because large-scale facility development and infrastructure construction were required as sports events on a global scale, including the Olympics and World Cup, were held, which led to environmental destruction. In addition, as sports become popular, many people begin to want professional sports, and facilities for this are continuously developed, so environmental destruction and climate problems caused by sports facilities are becoming serious. In Korea, sports have also become one of the important fields of society. In particular, after the Seoul Olympics, sports became popular because there was a good awareness of sports in the public. Recently, the function of sports for a healthy daily life has been discovered, and as the people experience the good points of sports, sports are becoming more popular. In accordance with these matters, related policies are being implemented, and various sports-related laws, including the 「Framework Act on Sports」 have been enacted some time ago. The 「Framework Act on Sports」 also included regulations on the environmental protection of sports. However, Korea's legislation does not include specific details on how to solve environmental pollution and climate problems caused by it in the field of sports. In order to respond to the climate crisis in the sports field, the following can be considered. For example, to include eco-friendly content when establishing a basic plan stipulated in sports-related laws, to amend the law to include eco-friendly sports content when establishing a basic plan stipulated in sports laws, and to Utilize green building laws. In addition, as matters related to climate are gradually being legislated, and climate issues related to sports are still being discussed, it will be necessary to overhaul them.
