국문 초록

오늘날 성장 일변도의 노동환경 및 사회적 여건의 변화는 경쟁의식의 확산과 이의무한 반복을 야기하고 있다. 직장에서의 경직된 업무환경은 과중한 책임과 스트레스를 증가시켜 여가생활의 단절로 이어진다. 이는 결과적으로 인간으로서의 존엄과 행복추구권을 보장받지 못하는 상황으로 이어진다. 최근TV에서중장년층직장인을중심으로자연에서생활하는자연인을주인공으로하는프로그램이 인기를 얻고 있다. 이는 도시를 벗어나 자연에서의 삶을 희구하는 사람들을 증가시키는 요인으로 작용하여 도시근교의 전원주택에 대한 높은 수요로 이어지고 있다. 그러나 최근 수도권을 중심으로 부동산이폭등하면서다주택자에대한정부의강력한과제정책으로인해전원주택과같은레저주택에서여가생활을 즐기고자 하는 주택수요를 감소시키고 있다. 주거권은 헌법상 인간의 존엄과 행복추구권의 보장을 위한 중요한 기본권이며 주택의 소유 및 거주를 통해 보장받을 수 있다. 그리고 주거권은 인간의 존엄에 대한 보장뿐만이 아니라 가족과 평온하고 행복한 삶을 추구하는데 있어서 핵심적 기능을 하는 기본권이기도 하다. 레저주택은 도시 및 직장이라는 공간에서 벗어나 일과 책임에 얽매이지 않은 정신적으로 자유로운 삶을누릴수있도록하는데중요한작용이되어줄것이다. 또한레저주택의활성화는삶의질제고는 물론가족과의 유대감을강화시키고 더나아가 지방소멸및인구절벽 현상의개선에도 기여할수있을것이다.

영문 초록

Today's growth-oriented labor environment and changes in social conditions are causing the spread of competitive consciousness and its infinite repetition. A rigid work environment at work leads to a break in leisure life by increasing excessive responsibility and stress. As a result, this leads to a situation in which human dignity and the right to pursue happiness are not guaranteed. Recently, programs featuring natural people living in nature, centering on middle-aged office workers, are gaining popularity on TV. This acts as a factor that increases the number of people who want to live in nature outside the city, leading to high demand for rural housing in the suburbs of the city. However, with the recent surge in real estate in the metropolitan area, the government's strong task policy for multi-homed people is reducing the demand for housing to enjoy leisure life in leisure houses such as country houses. The right to housing is an important basic right to guarantee human dignity and the right to pursue happiness under the Constitution, and it can be guaranteed through the ownership and residence of a house. And the right to housing is not only a guarantee of human dignity, but also a fundamental right that plays a key role in pursuing a peaceful and happy life with a family. Leisure housing will play an important role in enabling people to enjoy a mentally free life free from work and responsibilities, away from the space of the city and workplace. In addition, the vitalization of leisure housing will not only improve the quality of life, but also strengthen the bond with family, and furthermore, contribute to the improvement of the disappearance of local areas and the demographic cliff.
