영문 초록

With China's rapid economic growth regarded as the main reason for increasing global energy demand, understanding the Chinese government's energy policy will be an important reference for preparing countermeasures against the climate crisis. Therefore, this study examined how the storyline of China's energy policy has changed through a text analysis of the 13th Five-Year Development Plan for Energy Development and the 14th Five-Year Plan for Modern Energy System. Unlike the 13th Five-Year Development Plan for Energy Development, the 14th Five-Year Plan for Modern Energy System highlights “concentration” and “unification” in the energy system, and it is stated that these processes will follow the plans of the Chinese Communist Party and the central government. These changes in energy policy show that authoritarian decision-making methods and centralized energy systems will work even in systems where renewable energy is produced and supplied.
