교육ODA 발전방안 유형 분석 연구

국문 초록

본 연구의 설계는 교육ODA가 특정 이론에 근거한 기초 학문이 아닌 실천적·실증적·사회정책적 성격을 갖는 수행 활동임에 주목하여 학술연구자의 논의가 일련의 정책으로 환류될 필요성이 있음에 근거하였다. 따라서 연구 목적은 학술 연구 기초 동향 분석과 연구적 시사점 및 제언 내용을 유형화하여 교육ODA의 발전방안으로 제시해 보는 것이다. 이러한 접근은 국내 교육ODA 연구자들의 고찰을 광범위하게 수렴할 수 있고, 향후 실증적 발전방안을 마련하는 데 기초 자료로 활용할 수 있다. 본 연구 결과를 요약하면 다음과 같다. 첫째, 연구 동향 분석 결과, 국내 학계의 교육ODA 연구방법은 문헌연구와 사례연구가 80%를 차지하고, 연구분야는 사회정책 관련 연구가 가장 많았으며, 연구대상은 자기분석(한국사례)한 사례가 주를 이루고 있었다. 둘째, 연구 제언 분석 결과, 교육ODA 발전방안 유형은 ① 기구 및 제도 설치, ② 사업 내용 방향 전환, ③사업 수행 방법의 다변화, ④연구 개발 확대, ⑤ 협력 관계 강화까지 다섯 가지 대범주로 분류되었고, 그 안에서도 다양한 세부 발전방안이 제시되고 있었다. 다만, 발전방안의 우선순위를 선정하는 데는 보다 심층적인 연구적 접근과 전문가들의 합의 과정이 필요할 것으로 나타났으며, 이러한 연구결과를 바탕으로 몇 가지 정책적, 학술적 시사점을 제시하였다.

영문 초록

Since Korea joined the OECD DAC in 2009, Korea has been one of the countries with the most remarkable quantitative growth rate. Korea's ODA in Education has continuously expanded at the request of developing countries and international organizations. Accordingly, in academia, discussions, and analyses have been conducted steadily to improve the quality of educational ODA by scholars. In particular, as the conclusion of academic research presents ideas and implications that scholars have discovered and verified through research, it is a basis for conveniently collecting the opinions of many experts in considering development plans in the field from a future-oriented perspective. In this regard, this study tried to identify the academic trends of previous studies on Korean education ODA and qualitatively analyze the suggestions and implications of the conclusion part to categorize the future-oriented development plans in educational ODA in detail. A summary of the research results is as follows. First, the literature and case studies accounted for 80% of domestic academic research on Education ODA, and social policy research was the most common research field. These results suggest that the scope of research on educational ODA in Korean academic circles is not diverse and not balanced compared to the actual educational ODA performance of the government. Second, the development plans for educational ODA were classified into five major categories; ① establishment of organizations and systems, ② changes in the direction of project contents, ③ diversification of project performance methods, ④ expansion of research and development, ⑤ reinforcement of cooperative relationships. Further in-depth research and an expert consensus process are needed to prioritize development plans from an empirical point of view. Finally, this research suggested political and academic implications based on these research results.
