개도국 교원의 디지털 교육역량 향상을 위한 ODA 연수과정 교육요구도 분석: KLIC사업을 중심으로

국문 초록

본 연구는 교육부 ODA 사업인 KLIC 사업의 맥락에서 변화하고 있는 디지털 교육환경에 따라 개도국 교원들의 디지털 교육역량 강화를 위해 다루어야 할 연수주제의 타당성을 확인하고, 이를 토대로 개도국 교원들의 연수주제별 중요도와 실행도 인식의 차이를 규명하여, 교육요구도의 우선순위를 탐색하고자 하였다. 이를 위해 연구진이 구안한 연수주제의 타당성 검토를 위해 국내외 27인의 전문가가 참여한 델파이 조사와 몰도바, 방글라데시, 캄보디아, 콜롬비아 4개국 교원 150명을 대상으로 설문 조사를 시행하여 수집된 자료를 분석하였다. 연구결과, 수업 설계, 미디어 리터러시 등 9개 연수영역의 22개 주제는 개도국 교원의 디지털 교육역량 강화를 위해 적절한 연수주제로 확인되었다. 개도국 교원 대상 설문 응답에 대한 IPA 결과, 미래교육을 위한 교사역량, 교사공동체 활성화 전략, 온라인 기반 협력학습 개발 등은 연수주제로 지속하여야 할 항목으로 나타났다. 중요도는 높으나 실행도가 낮아 집중적인 연수기회 제공이 필요한 항목으로는 ICT 기반 교수설계 및 개발로 나타났다. 장기적 관점에서 연수 과정에 포함을 고려할 항목으로는 인공지능 이해, AI 프로그램 활용, 언플러그드 활동 등으로 나타났다. 반면, 사진 및 영상제작 등은 중요도와 실행도가 모두 낮은 항목으로 나타났다. 또한, 이러한 교육 요구는 개도국 교원의 소속 학교급의 특성과 국가별 상황에 따라 공통항목과 차별화된 항목들이 존재함을 확인하였다. 본 연구결과는 KLIC 사업 뿐만 아니라 ODA 분야에서 이루어지는 연수 과정의 설계에 있어 교육요구도 반영의 필요성을 다시 한번 확인하였다는 점에서 의의가 있다.

영문 초록

This study aimed to validate the training topics for strengthening the digital education competencies of teachers in developing countries within the context of the KLIC(Korean e-Learning Improvement Cooperation) project, an ODA initiative by the Ministry of Education in Korea. The research further sought to identify differences in the perception of importance and performance related to these training topics and to explore the priority of educational needs. Data were collected through a Delphi survey involving 27 experts and a online survey of 150 teachers from four developing countries. The results confirmed that the proposed nine domains and 22 topics were appropriate training subjects for enhancing digital education competencies in developing countries. The IPA of the survey responses indicated that competencies for future education, strategies for activating teacher communities, and the development of online collaborative learning should be maintained as training topics. ICT-based instructional design and development were identified as topics that require intensive training opportunities due to high importance but low performance. Topics such as understanding AI, utilizing AI programs, and unplugged activities were found to be suitable for consideration in long-term training program development. On the other hand, items such as photo and video production were shown to be low in both importance and performance. The findings also highlighted that educational needs varied based on the school level of the participant teachers and the specific contexts of developing countries, with common and differentiated items identified. This study is significant in reaffirming the necessity of incorporating educational needs into training course design, not only for the KLIC project but also in the broader ODA context.
