문화 및 교육 부문 간 협력을 통한 무형문화유산교육

국문 초록

최근 유네스코는 문화와 교육 부문 간의 협력을 강화하고 있다. 유네스코는 회원국으로 하여금 학습기관과 공동체 간 파트너십을 확대하고, 문화와 교육 간 시너지를 토대로 학습성과와 문화적 다양성 증진에 대한 이점을 입증하는 새로운 학습법과 관련한 시범사업 및 관련 연구를 실시할 수 있도록 지원하고 있다. 이러한 유네스코의 정책적 변화의 흐름 속에서 무형문화유산보호협약 정부간위원회는 제12차 회의(제주, 2017)에서 ‘무형문화유산과 교육’을 실행 우선 과제로 채택하였다. 위원회는 ‘무형문화유산과 교육’을 위한 역량 강화에 우선 투자할 것을 제안하였으며 결정문을 통해 형식 및 비형식 교육을 통한 전승을 촉진하기 위해 관련 유네스코 교육 프로그램 및 기관과의 파트너십을 환영한다고 화답하였다. 유네스코의 조직 내 부문 간 협력이라는 작금의 기조하에서 한국 정부의 지원을 받고 있는 유네스코아태무형문화유산센터(ICHCAP)는 해당 협약이 우선 과제로 하고 있는 교육 부문과의 협력을 위하여 2019년부터 유네스코방콕사무소 및 아시아태평양국제이해교육원(APCEIU) 등과 협력하며 아태지역 국가들과 함께 학교에서의 무형문화유산교육 증진을 위한 ‘아태지역 무형문화유산과 함께 하는 교수학습’ 프로젝트를 진행하고 있다. 본 논문은 그동안 아태지역에서 실시되었던 무형문화유산 학교교육 협력사업에 대한 일련의 추진과정과 수행내용을 소개함으로써 교실에서의 무형문화유산교육에 대한 확장 가능성을 타진해 보고자 하였다. 또한, 시범사업 수행과정에서 제기된 교사, 학교 관리자, 정책결정자 등 다양한 이해관계자들의 요구를 파악하고 아시아 태평양지역 학교에서의 무형문화유산교육을 증진하기 위한 현안 과제들을 고찰해 보고자 하였다.

영문 초록

Recently, UNESCO has been strengthening a multidimensional cooperation between culture and education. UNESCO is supporting member states expand to partnerships between learning institutions and ICH communities and to conduct new learning methods, pilot projects and related research on the enhanced learning outcomes and benefits of cultural diversity based on synergy between culture and education. Under such policy change of UNESCO, ‘Intangible Cultural Heritage and Education’ was adopted as a priority in implementation of the 2003 Convention at the 12th Intergovernmental Committee Meeting of 2003 Convention held in Jeju in 2017. At the meeting, the Committee emphasized the capacity building for intangible ‘cultural heritage and education’ and partnerships with UNESCO education programs and institutions to strengthen transmission through formal and informal education. With UNESCO’s emphasis on crosssectoral cooperation, ICHCAP, supported by the Korean government, has been cooperating with the UNESCO Bangkok office and APCEIU since 2019. “Teaching and Learning with Intangible Cultural Heritage in Asia-Pacific” project is underway with countries in the Asia-Pacific region. The project included a “Survey on Teaching and Learning with Intangible Cultural Heritage in Asia-Pacific” and “Regional Meeting for Strengthening the Use of Intangible Cultural Heritage in Education in the Asia-Pacific” between 2019-2020. And a guidebook for intangible cultural heritage education for teachers was drafted and a pilot projects for intangible cultural heritage school education was operated between 2020 and 2021. From 2021 to 2022, Bringing Living Heritage to the Classrooms in Asia-Pacific: A Resource Kit was published, the animation series “Teaching and Learning with Intangible Cultural Heritage in Asia and the Pacific” and the Massive Open Online Courses (MOOC) “Bringing Living Heritage to the Classroom in Asia-Pacific” for teachers were developed. This paper aims to explore the possibility of expanding intangible cultural heritage education in classrooms by introducing a series of progress of activities and details of cooperation projects conducted in the Asia-Pacific region. In addition, I would like to understand the views of various stakeholders, such as teachers, school managers, and policymakers, raised in the process of implementing the pilot project, and to discuss the tasks for revitalizing the education of intangible cultural heritage in schools in the Asia-Pacific region in the future.
