대한불교조계종 통합종단 60주년 포교의 회고

국문 초록

본 논문에서는 1962년 통합종단 출범 이후 현재까지 실행된 포교 사업을 정리하고, 이후 포교활동을 전망하였다. 통합종단은 출범한 직후부터 ‘포교’를 종단의 3대 목표로 제시하였지만, 종단의 정치적 혼란으로 체계적인 종책 수립과 집행을 하지 못했다. 1977년 서옹스님이 과감하게 도입하였던 포교원의 별원화도 당시 종단의 분규로 아무런 성과를 거두지 못한 채 유명무실해졌다. 종단의 공백을 메꾼 것은 종단 밖의 재가불자들과 스님들의 원력이었다. 도심포교, 신도교육 등 현재는 익숙한 포교 체계와 내용은 당시 이들의 노력 덕분에 가능하였다. 1994년 종단개혁으로 포교원이 인사권과 예산권을 갖춘 기구로 독립하면서, 종단차원의 체계적으로 포교정책이 수집되고 집행되기 시작하였다. 1대부터 7대 포교원까지 매 포교원은 다양한 종책을 수립하고 집행하고 있다. 하지만 2005년 󰡔포교비전󰡕이 발표된 이후 더는 장기적인 관점에서의 포교전략과 비전이 검토되지 않고 있다는 아쉬움이 있다. 사회변화에 대한 전망을 반영하는 포교 전략을 수립하고, 이 전략 추진을 위한 종책 수립과 집행이 필요하다. 또한 포교원에 수립한 포교 프로그램이 일선 사찰에서 수용되고 실천될 수 있도록 교육기관에서 교육되어야 한다. 마지막으로 사찰의 공공성을 강화하는 포교 프로그램이 적극 실천되어야 한다. 코로나19 이후 사찰의 사회적 역할에 대한 요구는 높아지고 있다. 하지만 모든 종교가 이에 대한 대처를 잘하지 못하고 있어 종교의 영향력이 감소하고 있다. 공적 역할을 강화하고 사회적 기대를 충족시킴으로써 불교의 포교역량은 더욱 높아질 수 있다.

영문 초록

In this paper, propagation projects that have been implemented since the launch of the integrated order in 1962 have been summarized, and propagation activities have been predicted. Immediately after the launch of the integrated order, “Propagation” was presented as the three main goals of the order, but due to the political turmoil within the Jogye order, systematic policy establishment and execution were not achieved. The independent operation of the Dharma Propagation Bureau, boldly introduced by Supreme Patriarch Seo-ong in 1977, also became nominal without any results due to the order's dispute at the time. The work of the Buddhist monks and believers outside a formal order administration filled the absence of the Jogye order. The propagation system and contents that are now familiar, such as urban propagation and Laypeople Education in Buddhist Temples, were possible thanks to their efforts at the time. With the 1994 Reformation Order, as Dharma Propagation Bureau became independent as an organization with personnel and budget rights, propagation policies began to be collected and implemented systematically at the order level. From the 1st to the 7th Dharma Propagation Bureau, that Bureau establishes and implemented various policy measures. However, it is regrettable that since the 『Propagation Vision』 was announced in 2005, propagation strategies and visions from a long-term perspective are no longer being reviewed. Therefore, it is necessary to establish a propagation strategy that reflects social change prospects and develop and implement a policy to promote this strategy. In addition, educational institutions should be cooperated so that propagation programs formulated by Dharma Propagation Bureau can be accepted and implemented in front-line temples. Finally, a propagation program that strengthens the publicness of the temple should be actively implemented. Since the COVID-19 pandemic, the demand for the social role of temples has been increasing. However, as all religions are not coping well with this, the influence of religion is decreasing. Therefore, Buddhism's propagation capacity can be increased by strengthening public roles and satisfying social expectations.
