학대피해장애인 지원체계 연구

국문 초록

본 연구는 학대피해 장애인에 대한 신고·대응, 피해회복 지원과 지원종결 후 모니터링에 이르는 전 과정을 심층적으로 분석하기 위한 것이다. 이를 위해 장애인권익옹호기관 내부의 문서와 피해장애인과 지원자의 심층면접에 기초한 사례연구를 시행하였다. 그리고 지원단계별 생태체계모델을 분석틀로 자료를 분석하였다. 분석 결과, 첫째, 미시체계 차원에서, 본인이 학대 발생 대응·신고에 어려움이 있으며, 지원과정에서 도전적 행동, 정신장애인 등으로 이용에 제한·배제되고 있었다. 둘째, 외부체계 차원에서, 공적·사적 관계에 의한 학대 발생 징후 발견이 중요하며, 지원과정에서 응급분리처·중간경유지·주거 등의 부족으로 지원 수준에 상당한 격차가 있으며, 피해자의 심리·정서적 지원이 매우 부족하며, 종결 후 재학대 방지 방안이 시급하였다. 셋째, 거시체계 차원에서, 학대 발견이 어려운 사각지대가 존재하며, 지원과정에서 지방자치단체의 책임성이 불명확하고 협조가 부족하며, 예산·인력·지원기관 수가 부족하며, 지원종결 후 지역사회의 자립생활 인프라가 매우 미흡하다는 점 등을 확인하였다. 이러한 분석 결과에 따라 학대피해 장애인 지원체계의 실효성을 제고 할 정책을 제언하였다.

영문 초록

This study has investigated in depth the process of reporting and responding to abused persons with disabilities, support for damage recovery, and monitoring after completion of support. A case study based on the internal documents of Advocacy Agency for Persons with Disabilities and in-depth interview for the abused persons with disabilities and applicants was carried out. After that, the data was analyzed with the ecosystem model of each application stage as the framework. According to the analysis, there was difficulty in responding and reporting for the victim regarding the abuse in terms of the microsystem, and was restricted and excluded from use due to challenging behavior, mental disability, etc. in the application process. In terms of the exosystem, detecting signs of abuse from official and social relationships was important, there was a substantial gap between application levels due to insufficiency of emergency separation locations, intermediate stopovers, residence, etc. in the application process, there was insufficient psychological and emotion support for the victim, and there was an urgent need for plan of preventing recurrence of abuse after closure. In terms of the macrosystem, the following were confirmed: a blind spot existed, in which abuse was difficult to be detected, the responsibility of the local government was vague, and cooperation was insufficient, the budget, human resources, number of supporting organizations were insufficient, and the fact that the independent living infrastructure of communities was insufficient. Also, measures to enhance the effectiveness of the support system for abused persons with disabilities were proposed according to the result of the analysis.
