국문 초록

본 연구는 Bereday의 학제간 접근법을 활용하여 한국과 일본 특수교육에서의 바라보는 의료적 지원의 관점의 차이를 비교 분석하였다. 한국과 일본 특수교육에서의 바라보는 의료적 지원 관점의 유사점과 차이점은 다음과 같다. 첫째, 한국과 일본 특수교육은 학교 간호사 시스템 유무 여부에 따라 의료적 지원 제공자의 지정이 다르다는 관점의 차이를 가지고 있으며, 일본은 교사 (보건, 일반, 특수)와 연계하는 간호사라는 명칭을 사용하고 있는 반면 한국에서는 보건교사 또는 의료 인력의 면허가 있는 지원인력이 제공되고 있는 특징이 있다. 둘째, 한국의 특수교육 제도와 장애를 바라보는 관점과 일본에서 특수교육 제도와 장애를 바라보는 관점의 차이로 인해 의료적 지원 범위에서 양국의 차이를 보이고 있다. 셋째, 한국과 일본은 교육과 관련하여 의료적 지원의 개념을 수립하고 있다는 공통점을 보이고 있다. 넷째, 한국과 일본에서 대륙법적 영향으로 중앙 행정부가 의료적 지원 시스템을 주도하고 있다는 공통점을 보이고 있으며, 한국은 중앙행정부로 부터의 정책 의지가 단위 학교로 하향적으로 내려가는 특징을 보이는 반면, 일본의 경우는 한국과 반대로 각 단위 학교로 부터 중앙행정부로 올라가는 상향적은 특징을 보이고 있다.

영문 초록

This study compares and analyzes the concepts of special health care procedure in Korea and Japan through Bereday's interdisciplinary approach. The similarities and differences in special health care procedure in the special education system between Korea and Japan are as follows. First of all, Korea and Japan differ in the designation of special health care procedure providers depending on whether or not they have a school nurse system. special health care procedure in Japan requires nurses to cooperate with teachers (health, general, special), and in Korea, health teachers or assistants personnel with medical personnel licenses. Secondly, the scope of special health care procedure was set to be different depending on the difference between the “special education” system in Korea and the “special support education” system in Japan. Third, Korea and Japan have established the concept of special health care procedure in relation to education. Fourth, both South Korea and Japan led the establishment of a special health care procedure system under the influence of continental law tradition. In Korea, the policy will of the central administrative ministries and agencies is delivered to each schools. On the other hand, Japan studies the practices of each school unit and exhibits inductive characteristics that continue to include policies and legislation.
