드론 승인제도의 발전방안에 대한 연구

국문 초록

4차산업혁명의 핵심 기술 중 하나인 드론에 대한 관심이 전세계적으로 높아지고있으며 드론 산업은 매년 큰 폭으로 성장하고 있다. 우리나라도 정부의 적극적인지원과 정책을 통해 드론 관련 연구개발이 활발히 이루어지고 있다. 또한, 드론 규제샌드박스 등을 통해 드론의 민간, 공공분야에서도 활용사례가 많아지고 규모도 커지고 있다. 정부의 적극적인 노력이 있음에도 여러 규제들로 인해 드론 산업 성장 및발전에 지장이 있는 것도 사실이다. 예를 들면, ‘드론 원스톱 민원서비스’ 상에서 승인을 받았음에도 불구하고 관계기관 등으로부터 추가로 승인을 받아야 하는 등 시스템의 한계로 드론 비행 및 촬영이 어려운 실정이다. 이러한 문제들을 해결하기 위해서는 현재 드론에 대한 규제를 산업 전체의 관점에서 재검토하여 합리적인 규제의 방향을 모색할 필요가 있다. 특히 여러 법령에산재해 있는 드론 관련 규제 사항들을 원점에서 재검토하여 규제의 필요성을 판단할필요가 있다. 또한 현행 민원서비스 시스템을 드론 관련 모든 규제를 총괄하는 통합승인시스템으로 발전하도록 고도화하여야 한다. 본 연구는 문헌 고찰을 중심으로 하였으며, 전문가들의 의견을 수렴하였으나, 이를 체계화하여 기록하지는 못하였다. 또한 드론 규제 중 비행과 촬영 승인을 중점적으로 분석하였다. 향후 연구에서는 전문가, 정책결정권자, 드론 산업 종사자들을 대상으로 종합적인 의견 수렴이 필요하며 연구의 범위도 확대할 필요가 있다.

영문 초록

Interest in drones, one of the key technologies of the Fourth Industrial Revolution, is increasing worldwide, and the drone industry is growing significantly every year. In Korea, research and development related to drones is actively carried out under the government's supports and active policy. In addition, the use of drones in the private and public sectors is increasing and the size of drone industry is also increasing through drone regulatory sandboxes. Despite the government's active efforts, it is also true regulations hinder the growth of the drone industry. For exampl, it is difficult to fly and film drones due to limitations in the system, such as having to obtain additional approval from related agencies despite receiving approval on the “Drone One-Stop Civil Service”. In order to solve these problems, it is necessary to review the current regulations on drones from the perspective of the entire industry to find a reasonable direction of regulation. In particular, it is necessary to review drone-related regulations scattered in various laws from the beginning to determine the necessity of regulation. In addition, the current civil service system should be upgraded to an integrated approval system that oversees all regulations related to drones. This study focused on literature review and collected opinions from experts, but it was not systematized and recorded. In addition, during drone regulation, flight and filming approval were mainly analyzed. In future studies, it is necessary to collect comprehensive opinions from experts, policymakers, and drone industry workers, and the scope of research needs to be expanded.
