직업계고의 학교 재구조화에 관한 인식조사 연구

국문 초록

이 연구는 중등 직업교육의 체제적 개편을 위해 전국 직업계고 관리자의 인식을 조사하여 정책적 시사점을 도출하는 것을 목적으로 수행되었다. 이를 위해 선행연구와 정책보고서에서 직업계고 재구조화를 위한 전략 방향과 전략 과제를 도출했으며 현장방문 조사와 전문가 협의회를 통해 직업계고의 맥락에 적합하도록 문항을 수정하고 타당성을 검증받았다. 이후 직업계고 관리자 45명을 대상으로 설문조사를 실행하고, 기술통계, Borich 요구도 분석, IPA 매트릭스를 실시하였다. 연구 결과는 다음과 같다. 첫째, 직업계고 재구조화는 전략적으로 직업계고 차별화를 지향해야 하며, 이는 직업계고에 대한 부정적 인식을 개선하고 산업계참여형 산학협력체제를 구축함으로써 달성될 수 있다. 둘째, 직업계고 재구조화를 위한 구체적인 전략 과제로는 학점제형 교육과정 개설과 자기주도적 교육과정 이수이다. 구체적으로는 신산업분야 과목을 개설하여 학점제와 연계하고, 학생 개별화 학습을 제공하고 공강시간 교육환경을 조성함으로써 달성할 수 있다. 요약하면 직업계고가 재구조화를 위해 지향해야 할 방향은 단위 직업계고의 정체성에 맞는 차별화 전략을 수립하고, 이는 혁신적이면서 동시에 학생 주도적인 교육과정을 설계, 실행, 평가하는 단계로 실행될 수 있다. 이 연구의 결과를 토대로 한 제언은 다음과 같다. 첫째, 직업계고의 운영은 시도교육청의 정책 및 조례 간에 차이가 있으므로 이를 고려한 후속 연구가 필요하다. 둘째, 직업계고 학점제 활성화를 위한 직업계고 내외 구성원, 산학 간 협력체계를 구축해야 한다. 셋째, 변화하는 환경에 대응하기 위한 체제적 혁신이 필요하므로 학교 재구조화에 대한 모델링 연구가 수행되어야 한다.

영문 초록

The purpose of this study was to derive policy implications by examining the perceptions of managers in national vocational high schools(VHS) for school restructuring. To achieve these objectives, strategic directions and tasks to reorganize the system of VHS were derived from previous research and policy reports. Validity was inspected through reviews of experts and practitioners. Then, a survey was conducted by 45 managers of nation-wide VHS. The survey consists of the strategic directions and tasks for school system restructuring. Collected data were analyzed by following methods: Borich s needs analysis, and IPA matrix. The results through this study were as follows. First, the strategic directions for system restructuring should strengthen distinct identity of VHS, which can be achieved by eliminating stigma of VHS and by establishing an industry-academic cooperation system. Second, the strategic tasks for system restructuring are developing a credit-based and self-directed curriculum. Specifically, they can be achieved by adopting courses in new technology, providing personalized learning for the students, and forming an environment that protects learner’s autonomy. In summary, the directions that VHS should aim for is to establish a differentiation strategy suitable for each unit of VHS; this can be implemented with following stages: designing, implementing and evaluating the innovative and personalized curriculum. The implications derived from this study are as follows. First, follow-up studies are required because national VHS differs between the policies and regulations of the Office of Education in each province. Second, modeling research on the school restructuring should be conducted since systematic innovation is required in constantly changing environment. Third, it is necessary to establish a cooperative system between VHS, industry, and university for the VHS credit-based curriculum.
