국문 초록

이 연구는 캐나다 트뤼도 정부의 페미니스트 국제원조정책의 내용과 방향을 검토하고 양적 분석을 통해 그 효과성을 평가하고 있다. 페미니스트 국제원조정책은 남성과 여성 간의 관계를 형평성 렌즈를 통해 보면서 유엔 지속 가능 개발목표의 하나인 성 평등과 여성의 권익 신장에 초점을 맞춰 국제개발 문제를 다루고 있다는 점에서 독특성을 가지고 있는 접근법이다. 이에 이 연구는 페미니스트 원조정책의 효과성 여부를 확인하기 위해 주요 수원국들을 대상으로 제공해 온 원조가 이 정책이 표방하고 있는 성 평등과 여성의 권익 신장 부문에 미친 변화를 분석하였다. 그 결과 이 연구는 페미니스트 원조정책의 부분적인 효과성을 확인하였으며, 이를 바탕으로 향후 이 정책이 보다 안정적이고 효율적인 정책으로 자리 잡을 수 있기 위한 고려사항들을 제시하고 있다. 이와 함께 이 연구는 캐나다의 사례로부터 개발원조정책 방향과 관련하여 한국이 얻을 수 있는 시사점을 제시하고 있다.

영문 초록

This study reviews the content and direction of the Feminist International Assistance Policy of Canada’s Trudeau government and evaluates its effectiveness thru quantitative analysis. The Feminist International Assistance Policy is a unique approach in that it deals with international development issues by looking at the relationship between men and women thru the equity lens, with focusing on gender equality and women s empowerment which is a part of the UN Sustainable Development Goals. In order to verify the effectiveness of the feminist assistance policy, this study hence analyzed the degree of changes the aid, which had been provided to major recipients by Canada, had made in the field of gender equality and women s empowerment which the policy had set up as a goal. As a result, this study found out some effectiveness of the Feminist International Assistance Policy. And, based on this, the study suggests some considerations for establishing a more stable and efficient policy in the future. In addition, the study presents implications that can be obtained from the Canadian case in relation to the direction of Korea s development assistance policy.
