국문 초록

세계 대부분의 나라들은 규모와 형태에서 조금씩 차이가 있을지언정, 외부 침략으로 인해 자신들의 국가가 위기에 처했을 때 국가와 국민을 위해 희생했던 분들을 추모하고, 그들의 공헌을 선양함으로써 후손들에게 나라 사랑 정신을 심어줄 수 있도록 국가보훈정책을 수립해서 시행하고 있다. 우리나라도 독립운동과 6·25전쟁 등 수많은 위기상황에서 국가와 국민을 위해 희생하신 분들과 그 유족들을 위해 국가 차원에서 보훈 정책을 수립해서 시행하고 있다. 현재 우리나라 국가보훈정책의 운영실태를 분석해 보면 보훈대상자의 유형이 16개 유형으로 너무 다양하고 대상 인원수도 총인구수의 1.6% 수준에 이를 만큼 많은 편이다. 보훈대상 유형이 다양한 만큼 보훈급여 등 보훈보상에 있어서 격차가 심화되었고, 인원수가 많다 보니 보훈대상자 자격 논란이 발생하기도 한다. 보훈 선양 활동을 전개하는 과정에서 효과성 문제와 국내외 참전자 간에 역차별 문제가 제기되기도 한다. 국제안보정세가 급변하는 현실 속에 국가보훈정책을 통해 국민들의 나라 사랑 정신과 호국 안보의식을 함양하기 위해서는 현행 국가보훈정책을 일부 보완할 필요가 있다. 너무 다양한 보훈 대상 유형은 독립유공자·전사자 유가족·상이군인 등 공적 내용이 뚜렷한 분들 중심으로 조정하고, 보훈급여와 혜택 지원에 있어서 보훈대상자들 간의 차이를 최소화해야 한다. 보훈대상자 선정과정의 투명성을 높이고 공적 내용을 공개해서 국민들이 공감하도록 해야 한다. 독립유공자와 참전자 등 보훈대상자들이 초고령화되어 가는 것을 고려해서 의료지원을 보강해야 하며, 보훈 선양 활동은 우리 국민들의 나라 사랑 정신을 함양하는 데 중점을 두고 시행해야 한다.

영문 초록

Most countries around the world have established and implemented national veterans policies to commemorate those who sacrificed for their country and people when their country was in crisis due to external aggression and instill a spirit of love in their descendants by promoting their contributions. Korea has also established and implemented veterans policies at the national level for those who sacrificed for the nation and its bereaved families in numerous crisis situations such as the independence movement and the Korean War. According to an analysis of the current operation status of Korea s national veterans policy, there are 16 types of veterans, and the number of eligible people is large enough to reach 1.6% of the total population. As there are various types of veterans, the gap in veterans compensation such as veterans benefits has widened, and controversy over their eligibility for veterans may arise due to the large number of people. In the process of carrying out veterans promotion activities, the issue of effectiveness and reverse discrimination between domestic and foreign participants may be raised. Amid the rapidly changing international security situation, it is necessary to partially supplement the current national veterans policy in order to cultivate the people s spirit of love for the country and a sense of protection through national veterans policy. Too various types of veterans should be adjusted centering on those with clear public content, such as independence fighters, bereaved families of warriors, and ordinary soldiers, and the difference between veterans in veterans benefits and benefit support should be minimized. It is necessary to increase transparency in the process of selecting veterans and disclose public contents so that the public can sympathize. Considering that veterans such as independence fighters and veterans are becoming super-aged, medical support should be reinforced, and veterans promotion activities should be carried out with an emphasis on cultivating the Korean people s love for the country.
