국문 초록

본 연구에서는 문헌분석을 통해 비판적 실재론에 기반한 관계사회학의 ‘관계적 관점’을 개념틀로 삼는다. 이 글은 관계적 관점의 주요 이론적 내용과 관계적 관점에서 지방교육자치를 위한 교육분권화의 쟁점 및 발전과제를 탐색하는 것을 목적으로 한다. 분석결과, 관계적 관점의 주요 이론적 내용으로 1) 체제와 사회의 단방향적 거래가 아닌 호혜적 관계의 강조, 2) 발현적인 독자적 실재(an emergent sui generis reality)로서개념화되는 사회적 관계, 3) 관계재(關係財)를 창출하는 제4섹터인 ‘가족과 비공식적 네트워크’를 포함하는 4가지 주요 사회 기관들(국가-시장-시민사회-가족 및 비공식적 네트워크들), 4) 국가 주도보다는, 혼합 조직(hybrid organisation)에 의해 주도되는 ‘관계적 사회를 보조하는 관계적 국가의 배열들’, 5) 지방교육자치에 내재한 자유 대(對) 평등의 경합적 가치를 넘어서는, 적극적 보조성과 연대성의 원리를 논하였다. 관계적 관점을 토대로 본 연구에서는 지방교육자치를 위한 교육분권화의 쟁점으로 1) 합의되어야 할 궁극적 목적과 가치의 모호함, 2) 국가 체제 변화만을 논의의 중심에 두는 경향이 있음을 지적하였다. 이에 대한 대안으로서, 본 연구는 관계적 관점에서 1) 적극적 보조성과 연대성의 원리에 기반한 궁극적 목적과 대안적 가치의 제시와 합의, 2) 국가 체제 중심의 주도보다는, 가족, 시민사회, 시장, 국가의 다양한 사회 기관들의 호혜적 관계망을 활성화하는 ‘혼합 조직’ 주도 체계의 구축과 이에 대한 전폭적인 지원을 발전과제로 제안하였다.

영문 초록

This study aims to explore main theoretical arguments of relational gaze based on critical realist relational sociology, and to examine the issues and challenges of education decentralization for local educational autonomy (hereafter, LEA) based on the relational gaze. The research found that relational gaze argues for 1) the reciprocal relations between system and society, 2) social relations defined as an emergent sui generis reality, 3) four main social institutions(state, market, civil society and family & informal networks) and relational goods, 4) configurations of relational state subsidiary to relational society, which is led by hybrid organisations, not by the state institutions, 5) the principles of active subsidiarity and solidarity overcoming the conflicting values between liberty and equality. Drawing on the relational gaze, this study identified two issues regarding LEA: 1) the ambiguity of ultimate goals and values concerning LEA, 2) the tendency of focusing solely on the state system-driven solutions. To resolve these issues, this research suggests 1) the universal principles of active subsidiarity and solidarity with regard to establishing alternative values and goals of LEA, 2) the full support for the systematization of hybrid organisations for the promotion of relational networks amongst diverse social institutions.
