영유아보육․교육기관 내 아동학대 대응의 어려움 및 개선 방향에 대한 교사의 인식

국문 초록

본 연구는 영유아보육․교육기관 내 아동학대에 대한 교사의 대응 양상과 대응 과정에서의 어려움을 살펴보고 이를 바탕으로 아동학대 대응의 개선 방향을 모색하고자 하였다. 이를 위해 영유아교사 5명을 대상으로 줌(Zoom)을 활용해 반구조화 심층 면담을 실시하였으며 수집된 자료는 질적 분석을 하였다. 본 연구의 결과는 다음과 같다. 첫째, 교사는 아동학대에 대해 무대응과 묵시적 보호, 모델링, 동료 교사와 논의 등을 통한 소극적 대응 그리고 관리자 보고, 기관 내 공론화, 직접적 개입을 통한 적극적 대응을 보였다. 둘째, 교사는 아동학대 대응 과정에서 개입의 어려움, 명확하지 않은 판단 기준, 상담 통로와 지지체계 부재, 타인에게 피해를 줄 수 있다는 우려, 관계 속에서의 딜레마, 내부고발에 대한 부정적 시선, 대응으로 인한 불이익 등으로 어려움을 겪고 있었다. 셋째, 교사의 적절한 대응을 위해 인식 전환, 교육 제공, 상담체계 마련, 사후관리 체계 개선, 아동학대 관리 조직문화 형성, 기관장의 학대 관리 역량 강화, 신고자 보호 체계 마련이 요구되었다. 이와 같은 연구 결과와 논의를 통하여 아동학대 대응에 대한 현장의 실제 어려움을 이해하고 향후 개선을 위한 시사점을 제시하였다는 점에서 연구의 의의를 찾을 수 있을 것이다.

영문 초록

This study aimed to seek directions to improve the teachers’ responses to child abuse through examining the modality of their responses to child abuse and their difficulties in the process of responding to child abuse in ECEC settings. For this, data were collected from semi-structured in-depth interviews with 5 ECEC teachers using Zoom meetings, and the collected data were qualitatively analyzed. The findings are as follows. First, the teachers showed three different patterns of responding to child abuse which include no-action, passive responses including tacit protection, modeling, and discussions with fellow teachers, and active responses including reporting to their managers, public discussion within the setting, and direct intervention. Second, the teachers have experienced difficulties in responding to child abuse, such as the problem of intervention, unclear criteria to identify child abuse, lack of counseling channels and support systems, concerns about harm to others, dilemmas in relationships, negative views on whistle-blowing, and disadvantages due to their actions. Third, the teachers suggested that it would need to change their recognition, provide systematic education and counseling channels, improve the follow-up management system, form an organizational culture for child abuse management, strengthen managers’ capacities to manage child abuse, and establish a system to protect reporters of child abuse for teachers’ appropriate responses in ECEC settings. Through these study results and discussions, the significance of the study can be found in that it understands the actual difficulties in the field for responding to child abuse and suggests implications for future improvement.
