사회복지사의 성년후견제도 인식을 통해 본 전문후견사회복지사의 역할과 과제

국문 초록

본 연구는 사회복지사의 성년후견제도 인식조사를 통해 권익옹호자로서의 전문후견사회복지사의 역할과 과제에 관해 탐구하고자 하였으며, 비확률표집으로 기관에 근무 중인 사회복지사 454명에게 설문 조사를 실시하였다. 응답자의 94%는 성년후견제도와 공공후견사업 필요성에 대해 인지하고 있었으며, 후견제도의 기대효과에도 긍정적인 태도를 보였고, 성년후견서비스 제공과 피후견인 발굴이 매우 중요하다는 것을 인식하고 있었다. 전체 응답자의 63.1%는 전문후견인으로 활동할 의향이 있다고 응답하였으나 성년후견제도의 유형, 후견제도 선임절차 등에 대해서는 응답자의 58.2%가 이해 수준이 낮은 것으로 나타났다. 사회복지 실천현장에서 권익옹호자로서 전문후견사회복지사의 역할과 과제는 다음과 같다. 첫째, 의사결정능력 장애를 가진 정신적 장애인을 위한 권익옹호자로서 전문후견사회복지사의 역할을 정립해야 하고 둘째, 신상보호 전문가로서 후견사회복지사를 전문가후견인으로 대우하고 지원해야 하며 셋째, 법인후견서비스와 공공후견지원사업 등 사회복지사 보수교육의 내용을 개선할 필요가 있다. 마지막으로 지역사회 내 권익옹호활동을 하는 지역사회기관 및 공공후견사업 수행기관과의 유기적인 협력체계 구축 노력이 요구된다.

영문 초록

This study attempted to explore the roles and tasks of professional guardianship social workers as human rights advocates through a survey on the perception of social workers on the adult guardianship system. The research method used a method similar to the snowball sampling with the SNS questionnaire. The survey was conducted by 454 social workers working in the field. Ninety-four percent of respondents were aware of the need for adult guardianship and public guardianship. They also showed their positive attitude towards the expected effect of the guardianship system but had little understanding (58.2%) of the types of adult guardianship system and the procedure for selecting a guardianship system. Regarding the roles of professional guardianship social workers, most social workers recognized the importance of providing adult guardianship and finding guardians, and 63.1% answered that they were willing to act as professional guardians. Based on the above research results, the roles and tasks of professional guardianship social workers as human rights advocates in the field of social welfare practice can be summarized as follows. First, it is required to establish the role of a professional guardianship social worker as an advocate for the people with mental disorders and with limited decision-making capacity Second, social workers who are experts in protecting the confidentiality of clients are also required to be treated and supported equally as other professional guardians, such as lawyers and legal officers. Third, there is a need to improve the contents of in-service education for social workers, such as corporate guardianship services and public guardianship support programs at the level of the Korean Social Workers Association.
