일본 최중증뇌병변장애인 단기입소시설 정책 및 운영 사례 연구

국문 초록

본 연구는 일본의 최중증장애인의 단기입소서비스 관련 정책 및 제도를 파악하여 우리나라에 단기입소서비스의 핵심적인 구성요소와 운영 방안을 구체적으로 제시하고자 한다. 연구방법으로는 문헌 통해 일본의 기본 현황을 파악했으며, 본 연구의 취지와 목적에 부합하는 일본의 단기입소시설 1곳을 선정하여 그 기관을 사례기관으로 선정하였다. 연구결과로는 일본은 오랜 시간에 거처 장애인의 지역생활기반을 구축하기 위한 제도 정비를 해왔으며, 단기입소시설 유형과 개설형태를 다양화 하여 중증장애인들의 선택지를 넓혔으며, 중증의 중복지체장애인을 케어 할 수 있는 전문인력 배치를 의무화 하였다. 또한 시설내부에서 복지기구의 설치와 같은 환경조성을 통해 중증장애인의 돌봄 환경을 조성하였다. 결론적으로 우리나라는 단기입소시설이 장기시설화가 되지 않도록 법제도를 완비할 필요가 있으며, 운영과 개설형태를 다양화 할 필요가 있다.

영문 초록

Purpose: This study aims to specifically present the core components and operation plans of short-term admission services in Korea by grasping policies and systems related to short-term admission services for the most severely disabled in Japan. Method: Through the literature, the basic status of Japan was identified, and one short-term admission facility in Japan that meets the purpose and purpose of this study was selected as a case institution. Results: Japan has reorganized the system for the independent life of the disabled, and expanded its options by diversifying the types of facilities and opening forms. And it was mandatory to deploy professional manpower. In addition, the care environment for the severely disabled was created by creating an environment inside the facility. Conclusion: Korea needs to complete the legal system so that short-term admission facilities do not become long-term facilities, and it is necessary to diversify the operation and opening forms.
