국문 초록

본 연구는 북핵 문제에 대한 현실태를 분석하고 군사적인 측면에서 실질적인 대응방안을 모색하는데 목적을 두었다. 북한은 6차례의 핵실험을 통해 핵무기의 경량화와 소형화를 달성하였으며, 2018년에는 ‘핵 무력국가’ 완성을 선언하면서 핵무기와 탄도미사일의 실전배치를 강조하였다. 이러한 북한의 직접적인 핵 위협이 한반도에 존재함에도 한국 정부와 한국군의 대응방안은 미온적이며 수세적이다. 한반도 비핵화를 위해서는 북한의 완전한 비핵화가 최상의 방법이겠지만, 김정은 정권 특성과 체제 유지 차원에서 볼 때 사실상 실현 불가능하다고 할 수 있다. 따라서 북핵 위협에 대비하여 한국군은 억제전략 차원에서 한국에 전술핵 재배치를 신중히 검토하여야 하며, 북한의 핵 사용 징후 식별 시에는 과감한 선제타격을 할 수 있는 능력을 갖추어야 한다. 또한, 북한이 미사일을 발사하면 목표물에 도달하기 전에 요격할 수 있는 다중방어체계를 구축하고, 핵폭탄이 낙탄 시에는 피해를 최소화하기 위한 조기경보체계 및 대피소 구축 등 핵 민방위 체계 보완이 필요하다.

영문 초록

The purpose of this study is to analyze the reality of the North Korean nuclear issue and seek practical countermeasures from a military perspective. Through six nuclear tests, North Korea achieved the lightweight and miniaturization of its nuclear weapons, and in 2018, it declared the completion of a nuclear armed state to emphasize the actual deployment of nuclear weapons and ballistic missiles. Despite the North s direct nuclear threat on the Korean Peninsula, the countermeasures of South Korean government and military are insufficient. Although complete denuclearization of North Korea would be the best way to denuclearize the Korean Peninsula, it can be said that it is virtually impossible to realize in terms of the characteristics and maintenance of the Kim Jong Un regime. Therefore, in preparation for the North Korean nuclear threat, the South Korean military should carefully consider the relocation of tactical nuclear weapons to South Korea as a deterrence strategy, and should have the ability to make a bold preemptive strike when identifying signs of North Korea s use of nuclear weapons. In addition, it is necessary to supplement the nuclear civil defense system, such as the establishment of an early warning system and shelter to minimize damage when a nuclear bomb is fired and intercepted before it reaches its target.
