개념사 관점으로 보는 보훈: 독립⋅호국⋅민주의 가치를 중심으로

국문 초록

본 연구는 ‘보훈’을 하나의 사회적 개념으로서 살피어, 개념사를 통해 보훈이 내포하는 주요한 의미와 가치를 살펴본다. 코젤렉의 개념사 연구를 잇는 라이하르트가 제시한 개념의 ‘의미 장’ 분석의 틀을 차용하여, 보훈의 세 가치, ‘독립’, ‘호국’, ‘민주’를 중심으로 보훈 개념을 구성하는 네 가지의 의미 장, 1) 계열관계의 장, 2) 통합관계의 장, 3) 역사적 사실, 4) 기능적 반의어를 시대적으로 분석한다. 주요한 시대적 변수로서 일제 해방 이후 남한 단독정부의 수립, 1962년 특별원호법의 제정, 1985년 보훈처 설립, 2002년 민주유공자예우법 제정 시기를 고려하여, 보훈 용어와 관계하는 시대별 주요 관련어휘 및 역사적 사건을 살펴본다. 보훈의 주요 가치인 ‘독립ㆍ호국ㆍ민주’를 중심으로 살피면, 일제 해방 이후 보훈 영역 속 ‘독립’의 가치가 가장 중시되었으나, 남북 분단에 따라 ‘호국’의 가치가 최우선의 가치로 부상하였고 이는 더욱 강화되어 ‘호국’의 가치를 중심으로 한 ‘군사원호’의 개념으로 발전되었다. 그러나 민주화운동의 발발과 정권 교체에 따라 사회개혁의 차원에서 ‘독립’의 가치가 재부상하고, 2000년대 민주화에 대한 사회 전반적 관심이 높아지며 보훈의 영역 속 부차적 가치로 존재하던 ‘민주’의 가치가 전면에 부상하였다. 그러나 동시에, ‘민주’의 가치가 부상한 이후 보훈의 개념 속 갈등과 분열, 화합과 통합의 연계어가 출몰하는 모습이 포착되었다. 이는 ‘독립’, ‘호국’의 가치가 사회 외부의 명확한 대항세력을 지목하는 반면, ‘민주’의 가치는 정치엘리트를 포함한 사회 내부 구성원을 잠재적 대항세력으로 구성할 수 있는 공동체 경계구획의 불확실성을 포함하기 때문으로 볼 수 있다. 이를 통해 보훈의 의미와 가치에 대한 시대적 이해와 적극적인 사회적 고찰 및 공론화 과정을 통해, 분열의 함의를 극복한 포용적인 보훈의 개념을 현 시대 속에서 재구상할 필요가 있음을 살핀다.

영문 초록

This article studies the concept of ‘Honoring Patriots and Veterans’ in South Korea through the theory of Conceptual History. By using Rolf Reichardt’s analytical framework, the article looks ‘four fields of significance’ regarding ‘Honoring Patriots and Veterans’, which includes 1) the field of paradigmatisch, 2) the field of syntagmatisch, 3) the field of historical facts, and 4) the field of functional antonyms, considering its three values—Independence, National Defense, and Democracy—, and time variables. First, among the three values, the most important value was Independence right after Korea’s Independence from Japan. However, after the South-North division, the value of National Defense became the first. This trend became more consolidate under the military governments. However, after the pro-democracy movement and regime change, the value of Independence rose again. However, as the value of Democracy came to the forefront in the society in 2000s, a number of different opinions on this value were produced, which caused ideas of conflict/division and harmony/integration rose in the society. The article argues that these controversies are due to the different conceptual boundaries among the three values: the value of Independence and the value of National Defense assume their conceptual boundaries by considering national enemies who are outside the national border, while the value of Democracy assume its conceptual boundary by considering social enemies who are inside the society such as political elites, and this means that the value of Democracy draws a vague boundary between ‘us and others’. Therefore, these three values in the concept of ‘Honoring Patriots and Veterans’ need to be more considered and discussed in the society in order to overcome its divisive connotation as regarding the context of time.
