국외 선진 방과 후 활동의 사례분석을 통한 시사점 도출 연구

국문 초록

본 연구는 국외 선진 방과 후 활동의 사례를 분석함으로써 국내 방과 후 활동의 문제점과 개선을 진단하고 우리나라 방과 후 활동에 주는 시사점을 도출하기 위한 목적이다. 연구 방법은 국외 선진의 방과 후 활동 사례분석 및 의미 있는 결과 도출을 위한 연구 방법으로 문헌 연구와 사례를 비교 분석하였다. 그 결과, 첫째, 미국, 스웨덴, 일본의 방과 후 활동의 특징은 지역사회 및 유관기관의 연계가 활발하다는 점이다. 둘째, 방과 후 활동은 주로 특기적성 활동으로 이루어진다는 점이다. 셋째, 미국, 스웨덴, 일본의 방과 후 활동은 공급자 중심이 아닌 수요자 중심으로 운영되고 있다는 점이다. 넷째, 효율적 운영을 위해 ‘운영주체의 다각화’가 필요하다는 점이다. 다섯째, 학교 교원의 업무부담이 없다는 점이다. 여섯째, 지역사회 여건을 고려한 다양한 맞춤형 방과 후 프로그램을 제공하고 있다는 점이다. 종합해보면, 외국의 선진사례에서 찾아볼 수 있듯이 지역사회 조직을 활용한 방과 후 활동 운영주체의 다양화 모색이 핵심이다. 정책적 제언은 컨트롤타워 역할의 돌봄협의체(가칭 방과 후돌봄지원센터) 구축이 시급하다. 방과 후 활동의 활성화를 위해 운영주체의 다양화 모색 등 실천적 대안을 제시하였다.

영문 초록

The purpose of this study is to diagnose problems and improvement of domestic after-school activities by analyzing cases of advanced overseas after-school activities, and to draw implications for after-school activities in Korea. As a research method, literature studies and cases were compared and analyzed as a research method to analyze cases of after-school activities in advanced countries and to derive meaningful results. As a result, first, the characteristic of after-school activities in the US, Sweden, and Japan is that the connection between local communities and related institutions is active. Second, after-school activities are mainly composed of aptitude activities. Third, after-school activities in the US, Sweden, and Japan are not provider-centered, but consumer-centered. Fourth, for efficient operation, ‘diversification of the operating entity’ is necessary. Fifth, there is no burden on school teachers. Sixth, it provides a variety of customized after-school programs that take into account local community conditions. In summary, as can be found in advanced cases in foreign countries, the key is to seek diversification of after-school activity operators using local community organizations. For policy recommendations, it is urgent to establish a care consultative body (tentative name, after-school care support center) acting as a control tower. To revitalize after-school activities, practical alternatives were presented, such as seeking diversification of operating entities.
