국문 초록

본 연구는 국민기초생활수급 장애여성의 취업정책서비스 욕구와 노동시장 진입 요인을 분석하여 수급 장애여성의 노동시장 참여를 지원하는 정책적 대안을 제시하는 데 그 목적이 있다. 먼저 수급 장애여성이 희망하는 취업정책서비스의 우선순위를 중요도와 시급도로 표준화하여 도식·분석하였다. 분석결과, I 집단(최우선 정책과제)에서 우선순위가 높은 취업서비스로는 ‘취업 장애여성을 위한 건강·의료서비스 확대’가 나타났고, 뒤를 이어 ‘장애여성 인식개선 교육 강화’, ‘장애인 고용알선기관 확대’로 나타났다. 두 번째로 수급 장애여성의 노동시장 진입 요인을 로지스틱 회귀분석으로 분석하였다. 분석결과, 종합적 모델에서 가장 경제적 모델 요인으로 인적자본 요인 중 ‘연령’이, 심리적 요인 중 ‘일할 의지’와 ‘장애여성에 대한 이중차별 인식 정도’가 수급 장애여성의 노동시장 진입여부를 가장 잘 예측하는 변수로 나타났다. 이러한 연구결과를 토대로 수급 장애여성의 노동시장 유인을 위한 취업정책서비스의 정책적ㆍ실천적 대안들을 제안하였다.

영문 초록

This study aimed to examine the factors affecting the entry of women with disabilities, who are victims of the triple effect of disability, gender, and poverty, into the labor market for the National Basic Livelihood Security Program(BLSP) recipients. The raw data from the 2018 survey of women with disabilities were analyzed using logistic regression. The major findings of this study were as follows. First, the employment service policy needs of women with disabilities receiving benefits were analyzed in terms of ‘importance’ and ‘urgency’. The policies selected as Priority Group I (policy with a standard score of 0.2 or higher) covered expansion of health and medical services (Policy 20) , reinforcing education to improve awareness of women with disabilities (Policy 2) and expansion of employment agencies for the disabled (Policy 10) .Second, the factors affecting entry into the labor market age , willingness to work , and the degree of discrimination perception were found to be significant. Based on the results, this study discussed interventions for the benefit of women recipients with disabilities.
