대구 세계육상선수권대회의 경제적 효과와 발전과제

국문 초록

이상에서 세계육상선수권대회의 추진배경과 대회 개요를 살펴보고, 대회 개최에 따른 투자 및 소비지출이 지역경제에 미치는 파급효과를 분석한 다음, 성공 개최를 위한 발전과제를 서술하였다. 오늘날의 스포츠행사는 단순히 체육경기만을 하는 것이 아니고, 智德體의 모든 문화행사를 새롭게 평가하는 축제이며, 동시에 지역브랜드의 가치상승과 이에 따른 지역경제, 관광산업 활성화 등에 기여한다. 그런 의미에서 2011년 대구 세계육상선수권대회의 개최는 국제도시 대구의 위상을 제고하고, 직간접적인 파급효과로 대구경제의 활성화에 크게 이바지 할 것이다.세계육상선수권대회의 주경기장은 이미 완공된 대구월드컵경기장을 활용하면 되기 때문에 실질적인 투자지출비는 상당히 적다. 즉 2011년 대구 세계육상선수권대회 관련 투자지출비는 2,306억원에 불과한 실정이다. 이 중 선수촌 건립비는 경기후 일반에게 분양되기 때문에 회수되고, 기존 경기장 개보수비는 세계육상선수권대회를 유치하지 않더라도 장기적으로 투입될 비용이기 때문에 유치에 따른 시설투자비는 거의 투입되지 않는다고 할 수 있다. 그리고 세계육상선수권대회와 직접 관련되는 외국인 관광객은 약 30,000명 정도로 추정되고, 이들이 지출한 관광 소비지출액(관광수입액)은 약 232억원 정도로 추정된다. 대구 세계육상선수권대회 개최와 관련한 투자와 대회 운영비 및 관광소비지출에 의한 총 파급효과는 생산유발효과가 4,075억원이고, 고용유발효과는 6,800명, 부가가치유발효과는 1,765억원 등으로 분석되었다. 세계육상선수권대회 유치는 서비스업의 고용창출효과가 커서 실업자 구제대책에도 다소 기여한다. 이밖에 사회적 파급효과는 지역 도시의 국제적 위상 제고, 지역제품의 세계화에 기여, 지역민의 일체감 및 지역발전의식 제고, 남북 평화통일 무드 조성, 주변 사회간접자본시설의 확충, 스포츠마케팅산업의 활성화 등을 들 수 있다.향후 세계육상선수권대회의 개최로 인하여 예견되는 어려움을 극복하고, 경제적이고 효율적인 대회로 운영되기 위한 향후 과제를 크게 다섯 가지 측면에서 제시했다. 즉 흑자대회를 위한 다양한 전략 개발, 북한의 참여와 남북 평화통일 기여, 다양한 문화예술행사 개최, 도시 인프라와 숙박교통시설 활용도 제고, 대구경북지역의 협력체제 강화 등이 필요할 것으로 분석된다.대구지역 시민들의 참여의식과 협조가 이루어진다면 대구 세계육상선수권대회는 반드시 성공적으로 개최될 것으로 보인다. 그러나 극복해야 할 과제도 한 두 가지가 아니다. 따라서 세계육상선수권대회에 따른 부작용을 사전에 충분히 검토하여 극복해야 할 과제를 설정하고, 철저히 대비해 나가야 한다. 전문가들의 의견을 적극 수렴하고, 철저한 준비로 부작용을 최소화해야 한다. 세계육상선수권대회 조직위원회는 대회의 효율적인 준비와 개최를 위한 민관산학의 여론을 수렴하면서, 언제 어디서라도 전 시민에게 열린 도시가 되도록 해야 한다. 대구시민들이 주체적으로 동참하고, 적극적으로 협조할 때 세계육상선수권대회는 더욱 성공하게 될 것이다.

영문 초록

The IAAF(International Amateur Athletic Federation) World Championships bring the world s greatest athletes together in one place to vie for the title of World Champion. Today the IAAF World Championships in Athletics stand out as one of the world s three great sporting events, alongside the Olympic Games and the FIFA World Cup. At the 13th IAAF World Championships in Athletics Daegu 2011, some 3,500 athletes and officials from 212 countries and territories worldwide will participate in heated competition. The projection for the audience figures is 6.5 billion from approximately 190 territories worldwide including news and sports program broadcasts in key markets. Because a main stadium of the IAAF World Championships in Athletics Daegu 2011 can be made efficient use of Daegu World Cup stadium which is already completed, the additional cost of investment expenditure is considerably small. So, the cost of investment expenditure connected with Daegu World Championships in Athletics is no more than 230.6 billion won. Among it, the cost of construction in association with an athletes village will be collected after a competition, because the athletes village will be sold to the public. It can be said that the cost of facility investment is hardly invested capital in, because the cost of repair relevant to a existing stadium is the long-term investment expense. The number of foreign spectators directly related to the IAAF World Championships in Athletics Daegu is estimated at about 30 thousand and the amounts of tour income which they spend are estimated at about 23.2 billion won. The total effects from investment and consumptive expenditure are analyzed as follows. The production induced effect is 407.5 billion won, the employment induced effect is 6,800 persons, and value added induced effect is 176.5 billion won. The IAAF World Championships in Athletics Daegu makes a contribution to a measure for the unemployed relief. In addition, the social effects can be stated as international brand improvement of Daegu city, globalization of regional product, integration among local residents, creating a mood toward Korean unification, the expansion of social overhead capitals, and revitalization of sports-marketing industry and so on. This study suggested tasks hereafter in the 5 aspects, for we overcome difficulties foreseen from IAAF World Championships holding and operate economic and efficient games. They are as follows; various strategy development for positive finance, participation of North Korea and contribution to unification of North and South Korea, various holding of cultural or artistic events, application promotion of city infrastructure and lodging and traffic facility, and economic cooperation of Daegu and Kyeongbuk region.
