국문 초록

중국의 스포츠복권사업은 시작이 늦었고 정부가 독점적으로 관리하는 특징을 갖고 있지만 발전이 빠르면서 투자비용이 적고 단기간내 상당히 높은 수입을 취득할 수 있으므로 발전 잠재력이 거대하다. 본 논문은 중국 스포츠복권사업의 발전배경부터 시작하여 중국의 스포츠복권사업의 개시는 경제체제개혁과 밀접한 관계가 있고 중국사회의 양극화 현상도 스포츠복권사업의 발전에 유익한 사회적 배경을 마련해주었다고 인정하였다. 전반적인 발전과정으로 본다면 중국 스포츠복권사업은 비록 시작이 늦었지만 발전 속도가 빠르기에 관리상의 혼란상태가 많이 존재하고 있는데 중앙정부에서도 입법을 개선하는 방식으로 이를 규범화 하고 있다. 현재 중국 스포츠복권사업의 발전상황을 놓고 말하면 발행, 조직, 판매 등 절차에 관한 비교적 명확한 규정들이 있고 완전한 관리 체제가 형성되었다. 공개하고 투명한 당첨 및 개표단계는 중국 스포츠복권의 성공적인 판매와 판매량 증가의 전제로 되고있다. 스포츠복권의 판매루트구조도 보다 최적화, 합리화한 방향으로 발전하고 있고 국내 판매망도 해마다 확장하고 각지의 실제 판매방식도 끊임없이 혁신하고 있다. 스포츠복권의 공익금에 관하여 중국도 전문적인 입법이 있는데 스포츠복권의 추출 비율, 분배 관리, 용도 등에 대해 상세하게 규정되어 있다. 필자가 생각하건대 현재 중국의 스포츠복권은 적어도 4가지 기능을 갖추고 있다. 첫째, 대중 스포츠에 이바지하고, 국민건강 전략을 실현한다. 둘째, 공익사업을 발전시킨다. 셋째, 국가의 재정 수입의 안정적인 성장원인이 되고 있다. 넷째, 스포츠에 대한 대중들의 인식을 심화시키고, 스포츠 산업의 발전을 촉진한다. 전통문화관념의 영향하에 대중들은 스포츠복권의 기능에 대해 전면적으로 인식하지 못하고 법에 따른 복권관리에 중시를 일으키지 못하고 있다. 또한 복지복권과 스포츠복권 두 기구가 동시에 병행하고 있는 것은 현재 중국 스포츠복권사업이 직면하는 문제들이다. 따라서 중국의 실정에 입각하여 스포츠의 매력과 결부시키면서 스포츠복권의 사회적 가치를 강조하고 “스포츠+”의 사고방식을 활용하는 것은 향후 중국 스포츠복권사업의 건강하고 안정적인 발전을 위한 중요한 요소하고 할 수 있다.

영문 초록

China sports lottery business started comparatively late, and with a strong administrative monopoly of the administrative color. However, the momentum of development is rapid. In addition, the cost of investment is relatively small. In the short run and short cycle, relatively high returns can be obtained, which has great potential for development. This article starts with the background of the development of sports lottery in China, and holds that the starting of sports lottery in China is closely related to the reform of economic system and the reality of the polarization of Chinese society has created a suitable social background for the development of sports lottery. From the point of view of development path, China s sports lottery started late, but because of its rapid development, management chaos has emerged and the Central Government gradually regulates it by improving legislation. As far as the status quo of the development of sports lottery in China is concerned, there is a relatively clear stipulation on the issuance, organization and sales of sports lottery and a relatively complete management system has been formed. Open and transparent rules of the game constitute the prerequisite for the success and growth of sports lottery sales in China. Sports lottery sales channel structure has become more reasonable, the national sales network has expanded each year, combined with the actual situation, sales model is also constantly innovating.As for sports lottery public welfare fund, there are also special legislation in our country, which create detailed provisions on the extraction proportion, distribution management and usage of sports lottery public welfare fund.The author believes that China s sports lottery now has at least the following four functions: First, developing mass sports and implement the national strategy of national fitness. The second function is to develop public welfare. The third function is to become a steady growth point of national financial revenue. The fourth function is to deepen people s understanding of sports and promote the development of sports industry. The impact of traditional culture, people do not fully understand the function of sports lottery, pay insufficient attention to the management of China s sports lottery according to law and the common development of welfare lottery and sports lottery are the current problems of China s sports lotterydevelopment. Therefore, based on the situation of our country, combined with the charm of sports itself,emphasize the social value of sports lottery and use ‘sports +’ thinking are the main considerations for China s sports lottery to maintain a healthy and stable development in the future.
