민주시민교육 실천 사례 분석: 정의지향적(Justice-Oriented) 접근을 중심으로

국문 초록

본 연구의 목적은 민주시민교육의 정의지향적 접근을 토대로 학교 민주시민교육의 실천사례를 분석하고 주요 쟁점을 도출하는 것이다. 이를 위해 민주시민교육 실천 경험이 있는 8명의 초중등 교사들과 협력탐구집단(collaborative inquiry group: CIG)을 운영하였으며, CIG의 방법론적 원리와 절차에 따라 민주시민교육에 대한 ‘실천 지식’을 생성하였다. 연구 결과, 교사들의 민주시민교육 실천양상은 크게 주제중심 통합교육과정, 사회쟁점수업, 사회참여활동으로 범주화되었다. 각 범주의 민주시민교육 실천 의의와 쟁점은 다음과 같다. 첫째, 주제중심 통합교육과정은 다양한 경험과 학습양식을 지닌 학생들에게 포용적인 학습 경험을 제공할 수 있다는 의의가 있었으나, 정의지향적 민주시민교육을 위해 어떠한 주제를 선정하고, 그것을 어떻게 가르칠 것인지에 대한 지속적인 고민이 필요했다. 둘째, 사회쟁점수업은 학생들이 쟁점을 둘러싼 다양한 관점과 이해관계를 심층적으로 이해하고 자신의 입장을 형성하도록 돕는다는 의의가 있었으나, 사회쟁점 배후의 제도적․구조적 문제를 어떻게 다룰 것인지, 합의지향적 토론 문화의 한계를 어떻게 극복할지에 대한 고민이 필요했다. 마지막으로 사회참여활동은 학생들의 앎과 삶을 연결하는 데 의의가 있었으나, 사회문제의 구조적인 원인을 분석하고 해결하기 위해 사회참여활동이 어떻게 재조직되어야 하는지, 지역사회와 긴밀한 연계를 위해 어떠한 지원이 필요한지 등에 관한 지속적인 논의가 필요했다. 이 같은 연구결과를 토대로 본 연구에서는 정의지향적 민주시민교육 실천에 관한 학문적, 정책적 시사점을 논의하였다.

영문 초록

This study aims to understand teachers day-to-day practices of democratic education and its related issues drawn upon a justice-oriented approach to democratic education. Guided by the Collaborative Inquiry Group (CIG) principles and processes, the researchers compiled knowledge of practice in collaboration with eight participating teachers. The findings highlight three types of curriculum/instruction and their related issues that emerged from the teachers practices of democratic education. First, the topic-centered integrative curriculum contributes to creating an inclusive learning environment for diverse students in democratic education, but it raises further questions regarding what kinds of topics are fundamental to justice-oriented democratic education and how teachers could deal with those topics in the classrooms. Second, issue-centered instructions help students see contested issues from diverse perspectives and build their own perspectives. However, it remains a question of how students could/should deal with the institutional/structural injustices underlying these issues, as well as the dominant culture of consensus-oriented decision making. Finally, the social action approach makes it easier for students to connect learning with their lives, but it remains a question of what critical social actions look like and what types of support should be provided to help schools and communities work together to cultivate social action skills. Based on the findings, the theoretical and policy-level implications are discussed.
