외국의 학교장 직무표준

국문 초록

최근 학교자율화 정책의 강화와 외부 환경의 변화에 대응하여 단위학교 학교장의 전문성과 리더십을 강화하기 위한 정책 대안의 필요성이 높아지고 있다. 본 연구는 이미 학교장 직무표준을 개발하여 효과적으로 활용하고 있는 외국의 사례로 미국의 PSEL 2015와 호주의 APSP 2019를 선정하여 각 학교장 직무표준의 내용을 체계적으로 규명하고, 양국 직무표준의 비교 분석을 통해 향후 우리나라 직무표준 개발 관련 시사점을 도출함을 목적으로 한다. 연구결과, 1996년 이래 2차 개정을 거쳐 45개 주에서 활용되고 있는 미국은 설정된 10개의 학교장 직무표준이 학생의 학업성취와 발전에 초점을 두고 있었다. 호주의 경우는 리더십 맥락 속에서 리더십 요건과 전문적 실천이 나타나며 이를 통해 높은 수준의 학습-교수-학교교육과 인재상 구현을 기대하는 종합적 특징을 보여준다. 미국과 호주의 직무표준은 학교장의 자질과 능력, 직무표준의 목적, 학교장 임용·선발·양성·평가의 전 과정에서 유용한 기준으로 활용되는 점, 구체적 행동지침을 제공하는 점 등 많은 유사점이 있었다. 이는 우리나라에서도 학교장의 전문성 향상과 객관적 임용 및 평가기준 제공 등을 위해 한국의 학교 상황을 고려한 직무표준을 개발할 필요가 있음을 시사한다. 본 연구의 결론은 외국 사례를 통해 볼 때 학교장 직무표준의 개발과 활용은 학교장의 전문성과 리더십, 학교의 효과성 제고를 위해 필요하며 매우 유용하다는 점이다. 국가별로 직무표준의 구조나 구성방식은 상이할 수 있으나 학교장의 전문성과 리더십 향상을 위한 기준 및 실질적 지침으로 기능하기 때문이다.

영문 초록

In recent years, the needs for policy alternatives to reinforce the expertise and leadership of school principals are increasing. This study examines two foreign country’s cases that has already developed and is effectively using professional standards for principals. PSEL 2015 in the United States and APSP 2019 in Australia are selected to systematically investigate the contents of the professional standards for principal. The purpose of this study is to derive implications related to the development of professional standards for principals in Korea. In the United States, the professional standards for principals have focused on student achievement and development. In the case of Australia, leadership requirements and professional practices appear within the leadership context, which shows the overall characteristics that are expected to achieve a high level of learning-professional-school education and talent. Professional standards in the US and Australia had many similarities, including the qualifications and abilities of principals, the purpose of the professional standards, being used as useful standards in the entire process of hiring, selection, training, and evaluation of principals, and providing specific guidelines for action. This implies that it is necessary to develop professional standards for principals that take into account the school situation in Korea in order to improve the professionalism of principals and provide objective standards for appointment and evaluation. The conclusion of this study is that the development and utilization of the professional standards is necessary and very useful for enhancing the principal s professionalism and leadership, and the effectiveness of the school, as seen through two foreign cases. This is because, although the structure and composition of professional standards may differ by country, professional standards functions as practical guideline for improving the professionalism and leadership of the principal.
