코로나19 대유행 상황에서 장애인복지관 종사자의 발달장애인 대상 서비스 지원 경험

국문 초록

사상 유례없는 코로나19의 경험은 발달장애인과 가족에게 큰 어려움을 가져왔고 종사자들에게도 서비스 지원의 빠른 변화를 요구했다. 이에 본 연구는 코로나19 대유행이 장기화되고 있는 상황에서 발달장애인을 대상으로 서비스를 제공하는 장애인복지관 종사자들의 서비스 지원 경험이 어떠한지를 탐색하고자 하였다. 이를 위해 장애인복지관에서 근무하는 종사자 9명을 대상으로 초점집단인터뷰를 실시하여 그 내용을 분석하였다. 연구 결과 종사자들은 코로나19 초기와는 달리 더이상 서비스를 멈출 수 없어서 발달장애인을 일일이 찾아가서 만나고 비대면 서비스를 위한 새로운 시도를 하면서 전염병 예방을 위한 방역 강화에 집중하고 있었다. 또한 감염병에 대한 두려움과 서비스 제공 책임 사이에서 갈등하고 있었는데 안전과 책임의 부담감을 느끼며 언택트 지원의 어려움을 경험했고 지자체의 현장에 대한 이해가 부족한 지원을 아쉬워하였다. 새로운 시도와 도전의 욕구도 나타냈는데 정보통신기술의 활용이나 전문인력 보충에 대한 욕구가 있었고 다른 전문가들과 함께 협력하고 대응하는 시도를 하였다 종사자들은 감염병 대유행이라는 위기 속에서도 발달장애인 지원에 대한 가치를 확고히 하고 그동안 고민만 하던 실천을 수행하면서 강화된 역량으로 다시 새로운 길을 찾아가고 있었다. 이러한 결과를 토대로 감염병 상황에 대응할 수 있는 실천적 방안을 제시하였다.

영문 초록

The COVID-19 pandemic has imposed great difficulties for people with developmental disabilities and their families. Furthermore, it has demanded rapid changes in service support provided by workers. Therefore, this study attempted to explore the experience of service support of workers at welfare centers that provide services for the developmentally disabled during the prolonged pandemic. We conducted a focus group interview with nine workers working at a welfare center for the disabled. Results indicated that the workers had to resume services after the initial stages of the COVID-19 outbreak. This involved visiting clients and trying to provide services without face-to-face interaction to prevent infection. The workers experienced inner conflict between fear of infection and their responsibility for providing services. Furthermore, they experienced difficulties providing untact support and were disappointed by poor support from local government who had limited understanding of field services. The employees’ needs related to the application of Information Technology and supplementation of professionals while they were also trying to overcome difficulties related to cooperating with other experts. However, their new ways ensured the building of their competencies and promote the dignity of people with developmental disabilities during the pandemic. Based on the results of the study, we suggest practical methods to cope with circumstances related to the pandemic.
