사회적 배제와 사회통합측면에서 본 도시빈곤층의 사회복지서비스 이용경험에 관한 문화기술지

국문 초록

본 연구는 사회적 배제와 사회통합관점에서 도시빈곤충의 사회복지서비스 이홍경험의 본질 을 밝히는 데 목적이 있으며, 이를 위해 현재 지역사회복지관의 복지서비스를 이물하고 있는 도시 빈곤층 9명을 대상으로 심층면접을 실시하였고, 질적자료의 분석방법은 문화기술지를 활용하였다. 연구결과 도시 빈곤층의 사회복지서비스 이용경험은 사회적 배제와 사회통합 영역에 따라 각각의 문화적 주제가 도출되었으며, 각 주제에 따른 2개의 하위주제 및 6개의 법주들이 도출되었다. 도출된 문화적 주제와 하위주제를 살펴보면 먼저 사회적 배제 경험의 주제로는 계층화된 배타적 집단이기주의, 사회분열과 존엄훼손 이었으며, 하위주제 및 범주는 [자존심이 뿌리째 뽑히는 이물자 대상화 복지불신, 무시당함, 생존불한]과 [무력감 빈곤차별과 소회, 수치심과 두려움, 위축 · 우울 등으로 나타났다. 다음으로 사회통합 경험의 주제는 공존의 가치, 존엄회복과 희망 으로 나타났으며, 하위주제와 범주는 [친구 같고 친정같은 이용자 중심의 서비스: 삶의 매개제, 존중받음, 수공 · 공감]과 [주도성(삶에 대한 통제감) 관계회복, 참여와 나눔, 자아회복 등으로 나타났다. 본 연구결과는 미래사회의 사회통합을 지향하는 사회복지서비스에 대한 실천적 전략을 모색하는데 기초자료로 활용할 수 있을 것으로 기대한다.

영문 초록

This study aims to find out the nature of the experiences of the urban poor using social welfare centers from the perspective of social exclusion and social inclusion, To do this, we conducted in-depth interviews of nine public assistance recipients who use social welfare services at local social welfare centers, Ethnography was used for qualitative data analysis, Based on the interviews of the recipients on their experiences of social welfare centers, the study derived the dimensions of social exclusion and social inclusion, and related cultural themes, sub-themes, and categories. With regard to social exclusion, the cultural theme was stratified exclusive group egoism, destruction of human dignity and social divisions , while sub-themes and categories were [objectification where self-esteem was torn apart distrust with the welfare system, being disregarded, and anxiety) and (helplessness: discrimination arising from poverty, alienation, humiliation, and depression). For social inclusion, the cultural theme was value of co-existence, restoration of human dignity and hope , while sub-themes and categories were [clients-oriented services that make people feel friendly and at home: medium of life, being respected, openness, and sympathy) and (initiative (control of life): recovery of human relationship, participation, sharing, and recovery of independence). Based on these results, the study discussed whether social welfare services are promoting social inclusion and easing social exclusion, and made recommendations on social welfare services from the perspective of social inclusion,
