일본의 유아교육·보육 무상화 정책에 관한 고찰

국문 초록

본 논문은 일본의 유아교육․보육의 무상화 정책의 주요내용을 일본이 현재 당면하고 있는 보육문제와의 관련선상에서 규명하고, 이를 토대로 우리나라가 받을 수 있는 시사점을 탐색하였다. 일본정부가 현재 시행하고 있는 보육료의 무상화는 보호자의 소득에 관계없이 모든 아동에게 보육의 접근권을 보장하기 위한 것이므로 바람직한 정책이다. 그러나 질적 수준이 확보된 보육시설이 부족한 상황에서, 막대한 재정투입이 필요한 무상화 정책을 추진함으로서 현재의 대기아동문제는 한층 심화될 수 있다. 그리고 재원은 역진성이 강한 소비세이므로 저소득층 보다는 고소득층에게 더욱 큰 혜택이 주어져 소득계층간의 교육과 보육의 격차는 한층 심화될 것으로 보인다. 특히 보육소, 유치원 등의 법정보육시설 이외에도 베이비 호텔 등의 미인가 보육시설이 무상화 정책의 대상시설로 됨으로서 아동안전의 문제가 제기되며, 지방자치체 지원으로 보육료를 경감받았던 보호자는 급식비가 실비로 징수됨으로서 과거에 비해 경제적 부담이 높아질 수 있다. 우리나라 보육시설의 질적 수준은 다양하다. 따라서 일본의 보육료 무상화의 문제점에서 볼 수 있듯이, 무상화 정책은 전체 보육시설의 질적 수준의 향상과 병행하여 실시되어야 한다. 또한 무상화의 문제점 완화를 위해 시행하고 있는 지방정부의 선도적 보육시책과 함께 사회적 약자인 장애아동에 대해서는 권리보장의 측면에서 접근하고 있다는 점을 주의 깊게 살펴볼 필요성이 있다.

영문 초록

This study clarified the main contents of Japan’s policy of free child care for early childhood education and care in relation to the current child care issue in japan, and then searched for suggestions for korea’s childcare policy. The policy of free child care for early childhood education and care by Japanese government is a desirable policy which guarantees access to childcare for all children, regardless of their parents’ income. However, considering the shortage of quality childcare centers, the free child care policy which require massive input of national budget will aggravate already long waiting-list of children needing the service. In addition to the source of the free childcare policy is regressive consumption tax. If high income earners who pay high childcare fees benefit more from the free of child care policy than low income earners and use it for special skills education, the difference in early childhood education and childcare between income groups will become widen. In particularly facilities for the policy of free child care is included not only legal child care facilities such as licensed child care centers, kindergarden, centers for Early Childhood Education but also unlicensed child care facilities such as baby hotels and family support centers. Unlicensed child care facilities have standards to ensure the safety of children, but they are looser than legal childcare facilities, and more than half of them do not keep. Considering that child death rate in unlicensed day care centers in 2019 are 25 times higher than in licensed child care centers, the free policy of child care could threat child safety. And lunch expenses which was previously set according to the income of the family, was not included in the free childcare fee, and collected at actual espenses. As a result there are cases where the burden of lunch expenses is higher than the previous childcare fee due to the policy of free childcare fee, and there is a risk that the financial burden on parents will increase. The quality of child care facilities is various in Korea. From this reality as seen in the problem of free child care in japan, the policy of free child care must be implemented in parallel with the improvement of the quality level of all child care facilities. And it is difficult to see local government that apply the higher standards than the cental government for child care in Korea, but Japanese local government’s attempts to solve the problem the policy of free child care needs to be watched. In particular, it is necessary to carefully see that children with disabilities are approaching from the aspect of right guarantee.
