평생학습일자리 모형에 의한 지자체 일자리사업의 특성 탐구

국문 초록

본 연구의 목적은 특정 지역의 지자체가 추진하고 있는 다양한 일자리사업 중에서 평생교육적 일자리사업의 현황과 비중을 확인하며, 일자리사업에 의해 창출되는 주요 일자리유형과 관련된 특성들을 탐색하고, 평생학습일자리 모형에 의한 지자체 일자리사업을 분류함으로써 확장가능성을 논의하는 것이었다. 연구의 결과는 첫째로 연구대상 지자체의 총량적 일자리사업 중에서 평생교육적 성격을 가진 교육훈련일자리사업과 평생학습일자리사업의 비중은 26.7%로 확인되었다. 둘째로 연구대상 지자체의 일자리사업 중에서 평생학습일자리사업은 사업별 평균 사업비와 단위 일자리별 평균 사업비는 상대적으로 적었으나 안정적 일자리 창출에는 어느 정도 효과가 있는 것으로 확인되었다. 셋째로 평생학습일자리 모형에 의해 분류된 일자리유형 중에서 생애취업형과 시민지식형 일자리가 상대적으로 많은 것으로 밝혀졌다. 이상의 연구결과는 지자체가 일자리사업을 추진하는 과정에서 교육훈련일자리와 평생학습 일자리의 가치와 실효성을 재인식하여 관련 정책과 사업에 반영하는 노력이 필요할 것이다.

영문 초록

The objectives of this study were to identify the current state and percentage of lifelong educational job creation projects out of the various job generating works implemented by the local governments of the selected regions, explore their characteristics related to the major types of jobs generated by job creation projects, classify job creation projects by lifelong learning job model, and discuss on theirs expandability. The findings were as follows: firstly, the percentage of education and training job creation projects and lifelong learning job creation projects were accounted for 26.7% in the entire job creation projects implemented by the selected local governments. Secondly, the lifelong learning job creation projects of job generating works by the selected local governments had relatively smaller average expenses by the project and unit job, but had some effects on the creation of stable jobs. Thirdly, there were relatively more lifetime employment jobs and civic knowledge-type jobs among the job types categorized with a lifelong learning job model. Based on the above findings, It should be suggested that the local governments will be recognize the value and effectiveness of education and training jobs and lifelong learning jobs and apply with their related policy works in a process of implementing a job creation project.
