장애인 정치세력화 측면에서의 21대 총선 평가와 향후 과제

국문 초록

본 연구는 장애인보다 먼저 정치세력화 논의가 진행된 여성계의 정치세력화 논의를 검토하여 ‘장애인 정치세력화’의 개념을 정립하였고, 정치부문 세력화, 장애인 유권자 세력화, 장애 운동 대중화를 장애인 정치세력화 구성요소로 설정하였다. 이에 따라 세 측면에서 21대 국회의원 선거 중 장애인 비례대표 선출과정을 분석하였다. 분석결과 일단 수적인 측면에서 한 명의 비례대표 국회의원도 배출하지 못한 지난 20대 국회에 비해 이번에는 장애인의 실체적 권력획득 수준은 높아졌다. 하지만 타 분야와 비교해 보면 아주 만족스러운 결과라고 할 수는 없다. 또 장애 관련 정책이 선거 이슈가 되지 못함에 따라 장애인 유권자 정치세력화는 이루어지지 못한 것으로 판단된다. 또 장애 운동 세력은 각 정당의 비례대표 후보 선출과정에 별다른 영향력을 행사하지 못하고, 단순히 각 정당의 당내 문제로 환원시켜 버림에 따라 정치에 관심이 없는 일반 장애 대중을 정치에 참여시킴으로써 가능해지는 정치세력화도 이루어지지 못한 것으로 보인다. 이에 따라 장애인 정치세력화를 이룰 수 있는 향후 과제를 제언하였다.

영문 초록

This study established the notion of disabled people s political empowerment by investigating the papers on the women s political empowerment, and set up the 3 elements of disabled people s political empowerment such as acquisition of political power, political power formation of voters with disabilities, and popularization of disability movement. From the 3 aspects, this study evaluated the process of proportional representation of disabled people in 21st general election. The political power is more achieved in the quantitative aspect because 3 disabled people are elected in this election, comparing 0 elect of proportional representation of disabled people in 20th general election. However, it is not a very satisfactory result compared to other fields. In addition, it is judged that the political power of voters with disabilities has not been achieved because the policy related to disability has not become an election issue. The popularization of disability movement, which is made possible by bringing the general public with disabilities who are not interested in politics into politics, also seems to have not been achieved, because the forces of the disability movement have little influence on the process of selecting candidates for the proportional representation of each political party and simply reduce it to the party s problems.
