국문 초록

본 연구의 목적은 장애등급제 폐지, 커뮤니티 케어 선도사업, 장애인보조기기법 제정 등과 같은 국내 보조기기 관련 법적·제도적 변화 속에서, 현재 공급자 중심으로 진행되고 있는 보조기기 사업이 소비자 중심인 맞춤형 지원으로 전환되기 위해서 지역보조기기센터의 운영방식과 보조기기사업 간 연계방식의 개편방안을 제안하는 것이다. 이를 위해 국내외 보조기기사업 운영현황분석, 지역보조기기센터 종사자 초점집단인터뷰 및 보조기기관련 전문가 델파이조사를 실시하였다. 본 연구결과, 지역보조기기센터의 운영방식 개편방안으로, 첫째, 지역보조기기센터를 종합보조기기센터로 역할 확대, 둘째, 지역보조기기센터 자율운영방식 도입, 셋째, 공공성 강화를 위한 행복e음 접근권 부여, 넷째, 기초 보조기기센터 설치 및 운영을 제안하였다. 마지막으로, 공적급여간 연계방식으로 지역보조기기센터의 역할확대를 기반으로 한 단기방안과 중장기 방안을 제안하였다. 중장기적 연계방안은 5개 보조기기 공적급여에 대한신청 및 접수를 주민 센터로 일원화하는 것이다.

영문 초록

The purpose of this study was to transform the current assistive device business to customer-centered support in the midst of legal and institutional changes related to domestic assistive devices such as abolition of disability ratings, community care projects, and enactment of the Act on Assistive Devices for the Disabled. In order to become, it is to propose a reorganization plan of the operation method of the Regional Assistive Devices Center and the connection method between the assistive devices business. To this end, an analysis of the current status of domestic and overseas assistive devices business, an interview with a focus group of Regional Assistive Devices Centers, and a Delphi survey on assistive devices experts were conducted. As a result of the research, as a way to reorganize the operation method of the regional assistive devices center, first, the role of the regional assistive devicescenter as a comprehensive assistive devices center, and second, the introduction of the autonomous operation method of the regional assistive devices center, and the third, the access to ‘행복e음’ to strengthen publicity, Fourth, the installation and operation of a basic assistive devicescenter. Finally, a short-term plan and a mid- to long-term plan were proposed based on the expansion of the role of regional assistive devices centers as a link between public benefits. The mid- to long-term linkage plan is to unify the application and receipt of public assistance for five assistive devices to the resident center.
