한국 전문대학의 미래 예측에 관한 연구

국문 초록

이 연구는 델파이 조사방법을 통해 학령인구 급감 등 급격한 환경변화에 놓일 것으로 보이는 2020년경의 전문대학 미래를 예측하고 이를 통해 시사점을 얻는 것을 목적으로 하였다. 연구결과로는 첫째, 이 연구에 참여한 전문가들은 2020년 전문대학이 `대학입학자원의 감소`, `급격한 산업구조 변화`, `4년제 대학과의 경쟁 심화` 등과 같은 어려운 환경 변화에 놓일 것으로 예측하고 있고, 이러한 환경 속에서 전문대학은 `전문직업기술인 양성`, `평생교육 지원`과 같은 기능을 수행할 것으로 전망하고 있다. 둘째, 전문가들은 2020년경 전문대학의 존속 규모는 101개, 적정 규모는 82개로 제시하여 2009년 현재의 전문대학수 146개와 대비할 때 향후 상당수 전문대학의 폐지가 불가피할 것으로 보고 있다. 셋째, 전문가들은 2020년 전문대학의 `존속 학교수`, `신입생의 기초학력수준`, `전임교원대학생비`, `전체취업률 및 정규직 취업률`, `신입생 충원율`, `학력별 임금격차`에서 현행보다 악화될 것으로 예상하고 있다. 그 이유로는 `입학자원 감소`, `기업과 학생의 4년제 대학 선호 지속`, `전문대학의 재정 부족` 등을 제시하고 있다. 미래 예측은 그 자체가 목적이 아니며 긍정적 미래가 예측되면 이를 앞당기거나 강화하고, 부정적인 미래가 예상된다면 대안을 강구하여 희망하는 미래로 바꾸는데 의미가 있다. 이 연구의 결과 우리나라 전문대학의 위기 상황은 현재뿐만 아니라 앞으로도 지속될 것으로 전망된다. 전문대학을 우리 사회에 필요한 교육기관으로 육성시키려면 위기를 기회로 전환시키려는 노력이 필요하다. 학생수가 급감하기 전에 정부와 대학이 협력하여 전문대학의 경쟁력을 높이기 위한 전략을 수립하고 시행해야 할 것이다.

영문 초록

The purpose of this research is to forecast the circumstances of junior colleges in 2020, that are expected to face abrupt environmental changes such as decreasing student population, and get implications from those predictions. The following are the results of the study. First, the experts participating in this research foresee that junior colleges will face difficulties such as reduction in college admission resources, rapid changes in industrial structure, and fiercer competition with four-year colleges. Given such environment, it is expected that junior colleges will strive to train expert technicians and support lifelong learning. Secondly, experts forecast that by 2020 the number of remaining junior colleges would be 101, but the appropriate number would be 82. Compared to the 146 junior colleges that existed as of 2009, many of the currently-existing ones will be closed, Third, experts predict that junior colleges will face more difficulties in terms of the following perspectives: number of remaining schools, gap of basic academic skills among newly admitted students, ratio of students to full-time faculty, total employment and employment as regular employee, rate of new student recruitment, continued preference among companies and students for four-year colleges, and financial shortages. Future forecast itself cannot be the purpose. However, if a positive future is expected, we need to make it happen earlier or even strive to reinforce the positive sides. If negative future is expected, however, we need to find solutions to change the future into a hopeful one. The crisis facing junior colleges, as written in this paper, is expected not to be a temporary phenomenon but a long-lasting one. If we are to make junior colleges as institutions that are necessary for the society, we need to transform the crisis into opportunity. Before the number of students drops rapidly, the government and academic circles need to work hand in hand, to craft and implement strategies for more competitive junior colleges.
