국문 초록

본 연구는 교정시설 내 수용자들의 심리상담 지원을 강화하는데 목적으로 두었다. 수용자란 수형자·미결수용자·사형확정자, 그 밖에 법률과 적법한 절차에 따라 교도소·구치소 및 그 지소에 수용된 사람을 말한다. 교정시설 내 수용자들은 수용되는 시점부터 관리와 통제를 받고 있으며, 사회적으로 낙인받았다는 피해의식을 갖고 있다. 수용자들은 높은 불안, 우울, 분노 등의 심리상태로 자신을 왜곡하여 생각하고 타인에 대해 강한 불신감을 지니고 있으며, 대부분 정상인들에 비해 정신병적 성향이 높고, 범죄행동에 대해 죄의식을 덜 느끼는 특성을 가지고 있는 것으로 나타난다. 현재 우리나라의 교정시설 내 수용자를 위한 심리상담 지원제도는 2016년 9월에 법무부 교정본부에 처음으로 ‘심리치료과’가 신설되었다. 본 연구는 재범의 가능성이 높은 수용자들이 교정시설에 있는 동안 심리적 안정을 찾고 사회 복귀 후 사회생활에 잘 적응할 수 있는 심리상담 지원이 매우 중요하다고 본다. 특히 우리나라는 교정시설 내 수용자를 위한 심리상담 지원이 아직 초기화 단계에 머물러 있으므로 좀 더 체계적이고 제도화할 수 있는 구체적인 심리상담 지원이 필요하다. 따라서 본 연구의 심리상담지원 강화 방안을 살펴보면, 첫째, 법무부에 심리치료과가 정식 조직으로 승인된 후, 일선기관은 순차적으로 심리치료과가 설치되어야 한다. 둘째, 장기적인 전문 인력 계획이 필요하다. 셋째, 교정공무원의 업무분리를 통한 전문화가 필요하다. 넷째, 직원정신건강에 대한 관심이 무엇보다 시급하다. 다섯째, 교정상담과 심리적 개입에 대한 국민적 인식 개선이 절실하다. 마지막으로 수용자 심리상담 지원 강화 방안은 형기종료 후 사회자원과 연계를 통해 안정적인 사회정착을 돕는 것이다.

영문 초록

This study aimed to enhance the psychological counseling support of the prison inmates in the correctional facilities. A prison inmate is defined as a prisoner, unsanctioned prisoner and a condemned prisoner who is held in prison, detention center and its branch according to law and lawful procedure. The prison inmates are managed and controlled from the time they are accepted, and have a sense of damage that they are socially stigmatized. The prison inmates have a strong sense of disbelief about others, distorting themselves into psychological states such as high anxiety, depression, and anger, have a higher psychotic tendency than the normal people, and feel less guilty about criminal behavior. Currently, the psychological counseling support system for the prison inmates was established in September 2016. The researchers believe that it is very important to provide psychological counseling that can help psychiatric stability while prison inmates with high possibility of recidivism are in the correctional facility and adapt well to social life after returning to society. In particular, since psychological counseling support for prisoner inmates in the correctional facilities in South Korea is still in the initialization stage. This study suggests ways to enhance psychological counseling support by being more systematic and institutionalized for prison inmates. First, after the department of psychotherapy is approved as a formal organization by the Ministry of Justice, the department of psychotherapy should be installed sequentially in the front line. Second, a long-term professional manpower plan needs to be implemented. Third, specialization through separation of duties of correctional officers is needed. Fourth, interest in employee mental health is more urgent than anything else. Fifth, it is urgent to improve public awareness about orthodontic consultation and psychological intervention. Finally, after the termination of the sentence, the end outcome will help stabilize society by linking with social resources.
