국문 초록

본 연구의 목적은 최근 들어 타 학문 영역에서 활발하게 활용되고 있는 자료포락분석(DEA) 기법을 활용하여 장애인직업재활센터 사업 효율성을 평가하는데 있다. 이 기법은 복수의 투입요소를 사용하여 가격으로 환산하기 어려운 다수의 산출물 결과를 낳는 비영리조직의 효율성을 측정하기에 유용한 방법론이다. 본 연구 분석은 2007년 ‘직업재활기금사업’을 수행하였던 총 36개소 직업재활센터의 평가 결과를 2차 분석 하였다. 본 연구에서는 효율적인 직업재활 수행을 위해서 필요한 사례관리 체계 과정을 투입요소로 선정하였으며 직업재활의 궁극적 목적인 다양한 취업유형들을 산출요소로 결정하였다. 투입요소는 직업상담, 직업평가, 직업적응훈련, 사업체개발, 취업알선, 취업후적응지도, 현장훈련점수를 사용하였다. 산출요인으로는 일반고용, 재택고용, 자영창업, 지원고용, 보호고용, 기타고용, 취업확정 점수를 적용하였다. 연구결과에 의하면 효율성이 100%라고 해서 모두 같은 의미를 갖는 것은 아니지만 직업재활센터의 효율성 수준은 총 36개소직업재활센터 중 75%인 27개소가 효율성이 100%인 기관으로 분석되었다. 연구결과를 종합하면 자료포락분석(DEA)은 현행 평가 체계 개선 방안 중 하나의 대안으로 검토할 만한 가치가 있다. 자료포락분석(DEA)은 유사 기관들 간의 효율성을 비교할 수도 있지만 개별 기관이 참조집단과 비교하여 개별 기관의 효율성과 비효율성을 분석할 수 있는 기초 자료를 제공함으로 써 기관의 발전 방안에 참고할 수 있는 유용한 평가결과를 제공하는데 의미가 있다. 이번 연구가 가지는 학문적 시사점은 직업재활센터에 대한 새로운 평가수단을 활용하여 평가기법의 적용 확대에 기여하였다는 것이다.

영문 초록

The purpose of this study was to examine the efficiency of vocational rehabilitation center by applying Data Envelopment Analysis(DEA). Currently DEA is actively used by other academic areas. The research was conducted using secondary data from evaluation result of 36 vocational centers from 2007 Vocational Rehabilitation Fund Project. The case management process was used as input coefficient and various employment status were output coefficient. Input coefficients were intake, vocational evaluation, work adjustment, job development, job placement, follow-up and on-sight training. Output coefficients were competitive employment, homeworking, self business, supported employment, sheltered employment, and work confirmation. The conclusion of the study were as follows: The data result of 100% efficiency level does not warren quality of vocational rehabilitation center s performance level however, out of 36 centers 27 centers earned 100% efficiency evaluation results. The usefulness of DEA is that it may be used along with current evaluation method to overcome the limitation of current method. In addition, this method allows the comparison among comparable centers to improve the performance of efficiency on each centers. The implication of this study was that the applicability of new evaluation method was introduced to evaluate vocational rehabilitation center.
