대학교 환경에서 지적장애인의 지원고용 프로그램의 내용과 절차 및 성과

국문 초록

본 연구는 대학교 환경에서 지적장애인의 지원고용 프로그램을 개발하여 시범적으로 실행한 성과를 제공하는 국내 최초의 연구이다. 본 연구는 지원고용에 대한 문헌연구와 협의회 및 자문을 통해 지원고용 프로그램의 선배치-후훈련의 구체적 내용과 절차를 개발하였고, 8명 지적장애인을 대상으로 개별화된 직무훈련을 9주간 실행한 후에 직무수행수준 변화, 동료근로자의 장애인식 변화, 동료근로자가 제공한 자연적 지원, 지원고용 프로그램 만족도에서 다양한 자료를 산출하였다. 연구결과는 첫째, 대학교 내 지원고용 프로그램의 구체적 내용과 절차를 7가지(직무개발, 대상자 모집 및 평가, 직무환경 선정, 직무분석, 직무배치, 개별화된 직무훈련계획 개발 및 실시, 지속적 평가)과정으로 제시하였으며; 둘째, 지적장애인의 공통직무기술 수행 수준 향상, 특정직무기술의 독립적 수행율 향상, 동료근로자 장애인식의 긍정적 변화, 동료근로자의 다양한 자연적 지원 발생; 지원고용 프로그램에 대한 직무환경 담당자, 이용자, 지적장애인 본인, 부모의 높은 만족도를 양적 및 질적 자료로 제시하였다. 결론으로 본 연구의 대학교 내 지원고용 프로그램의 내용과 절차는 본 연구가 산출한 다양한 자료로서 타당화되었다고 볼 수 있다. 본 연구는 대학교 환경을 지적장애를 포함한 중증장애인의 직업환경으로 새롭게 개발하였다는 상징적 의미와 더불어 지원고용 프로그램의 고안과 실시를 위해 참조할 수 있는 지원고용 프로그램의 최선의 실제(best practices)의 한 예를 제공하였다는 의의가 있다. 나아가, 본 연구는 전국 대학교 및 지역사회의 다른 통합 직업환경에서 중증장애인의 지원고용을 확산시켜 나가는데 증거 중심의 실제(evidence-based practices)를 제공하는 한 시범 연구로 활용될 수 있다. 본 연구의 제한점과 중증장애인의 지원고용 발전을 위한 후속연구와 제도 개선을 위한 제언을 제공하였다.

영문 초록

This is the first study conducted in Korea to present outcomes of supported employment program for individuals with intellectual disabilities in a university. The purpose of this study is to devise components and procedures of the supported employment program based on place-train model , implement the program, present the outcomes of the program, and provide suggestions for future development of the supported employment for individuals with severe disabilities. A supported employment program in a university was developed with 7 processes based on the literature review and consultation: 5 work sites were chosen and 8 individuals with intellectual disabilities were placed to appropriate job tasks in those settings. They received a two-month job-site training based on their individualized job training plans. The outcomes of this study are: first, the components and procedures of supported employment programs on campus are developed in detail; second, this study shows both quantitative and qualitative data on outcomes of the supported employment program. Data were collected on improvement of job accomplishment, perspectives of coworkers without disabilities toward disability, types of natural supports provided by coworkers, satisfaction levels of participants, their parents, staffs in charge of 5 work sites and user of those work sites. Data on job accomplishments of participants were measured using pre- and post-tests of common job skills and weekley average performances of specific job skills. All of 8 participants improved the performances of their job skills. Data on work accuracy and speed of some participants were also improved at the central library and a college administrative office. Coworkers had advanced their perspectives on disability and provided various natural supports to all participants. Satisfaction levels of the program were also highly reported. Finally, this study indicates difficulties and problems in delivering the supported employment program in university environments and provides suggestions for future study and enhancement of supported employment policy and implementation.
