시계열 자료를 이용한 직업재활 대상과 서비스의 예측

국문 초록

이 연구는 우리나라에서 장애인 직업재활사업이 처음 시작된 1982년부터 최근 2014년까지 장애인복지법, 장애인고용촉진 및 직업재활법 규정에 의해 실시된 장애인 직업재활서비스 대상자의 인구학적 특성과 구인자의 장애유형, 학력, 직종별 특성을 시계열로 분석하여 앞으로의 직업재활 대상과서비스의 특성을 예측하고자 하였다. 이 연구에서 나타난 결과는 다음과 같다. 첫째, 직업재활의 대상인 구직 장애인 수는 연 6만 5천명 수준에서 유질될 것이며, 장애유형은 지체나 청각·언어장애비율 40%, 10%대, 지적장애나 뇌병변장애, 정신장애 비율이 30-40%대 유지되며 장애정도는 중증과경증이 비슷한 비율에서 구직을 할 것으로 예상되며 성비는 남성과 여성이 60%:40% 정도, 학력은고졸 이상이 80% 이상, 직종은 서비스와 사무직종으로 현재의 추세 보다 50% 정도 증가할 것으로예측된다. 둘째, 장애인 취업자 수는 지속적으로 증가할 것이며 정책의 큰 변화가 없다면 1만 5천명수준, 취업률 40% 수준에서 유지될 것으로 예측된다. 취업 장애인의 장애 유형은 지체나 청각비율이 40%, 10%대로 감소, 할 것이며 지적장애나 뇌병변장애, 정신장애 비율이 30-40%, 시각장애10% 정도 유지될 것이며, 고졸 이상이 70% 이상을 차지하는 추세가 지속될 것이며, 직종별 수준은서비스 직종으로의 취업률이 30% 수준에서 빠르게 증가할 것으로 예측이 되나 생산직종 취업 장애인도 40%이상 당분간 유지될 것으로 전망된다. 셋째, 구인 사업장 수는 8만여개 사업장에서 구인이유지될 것으로 예측되며 장애유형은 지체장애와 청각·언어장애 중심, 학력과 직종의 경우도 고졸이하 저기술, 저임금 직종으로의 구인이 이루어질 것으로 전망되며 지적장애나 시각, 전문대졸 이상, 사무직, 서비스, 전문기술 직종으로의 구인비율도 장애인식개선과 직업재활서비스 기관들의 노력 정도에 따라 상승률이 달라질 것으로 예측된다. 따라서 지적, 정신, 뇌병변, 내부 장애, 고학력 장애인을 위한 전문기술, 사무직, 서비스 직종에 대한 구인자와 사업장 개발에 대한 적극적인 방법이 강구되어야 한다.

영문 초록

The purpose of this study was to predict the recipient and characteristic of the vocational rehabilitation services using time series data of the demographic characteristics, types of disability, academic background and occupational category. The result were as follow. First, This study predicted that, The number of Job seekers with disabilities who are recipient of the vocational rehabilitation will be about 65,000 a year. In terms of types of disabilities, physical disability will acount for about 40% of the job seekers with disabilities, hearing and language disability will be 10% and intellectureal disability, brain lesions and mental disorder will be 30%~40%. In terms of degree of disability, People with severe disabilities will have similar ratio with who have minor disabilities. The gender ratio was found to be 60% male to 40% appeared as 60%:40% female, over secondary education is more than 80%, and compare with current, It is expected to increase by 50% for service industries and white-color jobs. Second, The number of employees with disabilities will continue to increase, without a significant change in policy, It is expected to be maintained at a level of about 15,000 employees with disabilities and 40% of employment rate. Physical disability and hearing and language disability will reduce and maintatin in 40% and 10%, intellectual disability, brain lesions and mental disorder will be maintained 30%~40% and 10% for visual disability. The trend will continue at least high school graduates accounted for more than 70%, Although the employment rate in the service industries expected to grow rapidly in the level of 30%, employees with disabilities for work in production industries are also expected to be maintained for the time being at least 40%. Third, Job sites will be maintained about 80,000 and expected to take place in the mosly hearing and language disability, Low-tech, high school education or less, low-wage occupations. Depending on the disability awareness and vocational rehabilitation efforts, It is expected to increase the employment rate of intellectual disabilities or visual disabilities, white-color jobs, service and expertise occupations. So this proactive approach to supplier development for service occupations, white-color jobs, expertise-occupations, intellectual disabilities, mental disorder, internal disabilities and educated people with disabilties shuld be taken.
