산업재해 후 실직・비경제활동인구의 욕구분석과 노동시장이행서비스 개선방안

국문 초록

산업재해 이후 실직상태에 있는 근로자의 노동시장이행 지원 서비스의 개선방안을 모색하고자한 본 연구는 근로복지공단이 주관한 산재보험패널 ver.1 데이터를 이용하여 노동시장에 재진입하지 못한 근로자의 일자리 관련 욕구를 분석하여 이들이 겪는 문제점과 취약성을 파악하고자하였다. 분석 결과, 첫째, 산업재해 이후 노동시장에 재진입하지 못한 실직자와 비경제활동인구로 구분된 이들은 장해정도가 높지 않았고 장애등록률도 낮게 나타났다. 장애가 미취업의 중심요인이라고 할 수 없음을 알 수 있다. 둘째, 일자리를 알아보는 방법에서 가장 많은 비중을 차지한 응답은 비공식적 관계를 통해서였고, 구직상의 어려움에 대해서는 실업자와 비경제활동인구가 동일하게 경험하고 있었다. 셋째, 재활서비스 이용 외에는 직업복귀 관련서비스 안내받은경험, 직업훈련 경험, 지역사회 서비스 받은 경험을 하지 않은 쪽이 절대적으로 비중이 높았다. 마지막으로 재취업, 직장적응, 원직장 복귀 등을 위한 재활서비스가 필요하다고 응답한 비중이높게 나타났다. 산재 이후 노동시장에 복귀하지 못한 이들을 위해서 미취업자의 특성을 파악하고, 노동시장이행의 성과를 가져올 수 있는 직업훈련 프로그램을 개발해야 한다. 그리고 장기적관점에서 지역사회 자원과 프로그램 연계가 필요하며 이행노동시장 관점에서 계획을 수립하고지원하는 것이 필요하다.

영문 초록

This study analyzed the job-related needs and vulnerability of the job-injured workers, who were unemployed, to develop a strategy for dealing with labour market transition services. The Workers’ Compensation Insurance Panel data ver.1, which surveyed by the Korean Workers’ & Welfare Service in 2013, was used. Four key findings were as follows. First, the occupational injured workers who could not return to work had very low degree of disability. The physical disability was not the key cause of unemployment. Second, the majority of respondents looked for a job not through public institution such as Workers’ & Welfare Service and public employment information but through by informal social network. They had difficulties with finding jobs such as lack of experience, inadequate working conditions, unsuitable working hours and relatively old age. Third, a higher proportion of people had not experiences in getting information related to return-to-work service, receiving occupational training and using community services except for vocational rehabilitation services. Finally, half of the unemployed selected employment assistance services and 50.5% of the economically inactive populations did health promotion services among the community association sectors. The result suggests that policy makers need to understand the characteristics of the unemployed after suffering job injured and develop efficient vocational training program. It is needed to support labours, who could not return to work, community social service programs based on the transitional labour market
