장애인재활상담사의 역할과 직무영역

국문 초록

이 연구는 장애인재활상담사의 직무와 역할을 명확히 규정하고, 이를 기반으로 하는 직무의 임무와 과업, 과업 요소를 정하고 임무의 상대적 중요도를 도출하여 급수별 역할범위를 알아보기 위한 연구로서 문헌연구와 DACUM기법의 직무분석, FGI 등의 방법을 활용하였으며 연구결과는 첫째, 장애인재활상담사는 “개인의 손상이나 기능제한, 상황적 요인 등으로 개인 활동이나 사회참여에 어려움을 가지고 있는 사람들을 대상으로 진단과 평가, 재활상담과 사례관리, 전환기 서비스 및 직업재활 등의 전반적인 서비스를 지원하는 재활전문가”이며, 둘째, 장애인재활상담사의 임무는 재활상담 및 사례관리, 장애진단 및 직업평가, 직무개발과 배치, 재활서비스, 재활행정, 재활정책이며, 셋째, 과업은 39개로 과업 요소는 193개로 분류되며, 넷째, 급수별 장애인재활상담사의 과업은 2급은 6개 임무의 37개 과업이며, 1급은 5개의 임무와 14개 과업, 3급은 6개의 임무와 17개의 과업이 중요한 역할범위이다. 이 연구를 통해 도출된 직무와 임무, 과업, 과업 요소를 토대로 장애인복지법 규정의 장애인재활상담사 급수를 고려해 적용해 보면 3급의 경우는 수행할 수 있는 임무와 과업, 과업 요소가 제한적임으로 현재 3급으로 구분되어 있는 등급구분을 1급과 2급으로만 구분하거나 아니면 급수를 통합하는 것이 필요하며, 직무분석 결과를 토대로 장애인재활상담사 국가시험과목의 개선과 장애인재활상담사의 직무가 실제 장애인재활기관에 배치될 수 있도록 하는 제도 개선이 필요하다.

영문 초록

The purpose of this study is to clarify the roles and responsibilities of rehabilitation counselors, to determine the duties, tasks and task elements of the rehabilitation counselors. The method of this study was using literature analysis, DACUM job analysis, FGI, and the results of the study were as follows. First, The role of the rehabilitation counselor is rehabilitation specialist to provide holistic services such as diagnosis and evaluation, rehabilitation counseling and case management, transition services and vocational rehabilitation services for people who are unable to engage in personal activities or social participation due to personal impairment or function limitation and context factors etc, , Second, the duty of rehabilitation counselors is rehabilitation counseling and case management, disability diagnosis and vocational evaluation, job development and placement, rehabilitation service, rehabilitation administration, rehabilitation policy, Third, rehabilitation counselors have 39 tasks and 193 task elements, Fourth, rehabilitation counselors in grade 2 are 37 task elements in 6 tasks, 1st is 5 tasks and 14 task elements, 3 Classes include 6 tasks and 17 task elements that are important roles. Based on the results of this study, it is necessary to divide the class division classified into the third class only into the first class and the second class, or to integrate the series. Also, based on the results of job analysis, it is necessary to improve the system of rehabilitation counselors to improve the national examination subjects and rehabilitation counselors to be placed in the roles of rehabilitation counseling organizations.
