베네수엘라의 ‘엘 시스테마’ 분석 및 우리나라 학생 오케스트라 운영에 관한 논의

국문 초록

한국형 엘 시스테마의 운용을 위해서는 우선 먼저 ‘엘 시스테마(El Sistema)’의 근원인 베네수엘라 ‘엘 시스테마’의 의미와 핵심 개념, 특성, 그리고 기본 추진방향을 고찰하고 분석하여 우리의 현실에 맞게 적용시켜야 한다. 이러한 국면에서 이 논문은 베네수엘라의 ‘엘 시스테마’를 알아보고, 그 다음 이를 모델로 한 우리나라의 학생 오케스트라 교육 현장을 살펴 문제점이 무엇인지를 분석하여 향후 발전 방향을 모색해 보았다. 미래 한국형 엘 시스테마를 발전시키기 위한 기본전제는 다음과 같다. 먼저, 베네수엘라 정부가 어떤 의지와 계획을 가지고 ‘엘 시스테마’를 약 40년 동안이나 성공적으로 이끌어 왔는지 이에 대한 심도 있는 분석과 함께 개혁에 관한 정부의 확고한 철학과 안목, 그리고 이에 따른 장기적 지원과 지원 범위의 확대 등이 연구되어야 한다. 또한, 음악 활동의 권리에 대한 법제화가 논의되어야 하고, 효과적인 교육내용과 방법, 그리고 활성화를 위한 지역사회와의 연계 등 많은 연구가 필요하다. 더 나아가 교사간의 교류 및 타 오케스트라간의 교류, 전문적 소양을 갖춘 음악교사의 양성이 이루어져 우리나라의 문화와 정서에 부합하는 한국형 엘 시스테마가 정착되어야 한다.

영문 초록

In order to run a Korean version of El Sistema , the meaning, key concepts, characteristics, and basic framework of Venezuela s original El Sistema should first be examined and analyzed in order to make modifications for application to the Korean system, in consideration of the surrounding circumstances. From this perspective, this study takes a look into Venezuela s El Sistema , and then attempts to identify areas for improvement within current Korean student orchestras modelled on El Sistema to develop its future direction. Such an attempt to develop Korea s future El Sistema is based on the following premises; First, there is a need for in-depth analysis on how the Venezuelan government has successfully been operating El Sistema for 4 decades, and based on what kinds of intentions and planning; Second, the Venezuelan government s strong philosophy on and insight into these reforms, its long-term support, and the extent of that support should also be examined. Furthermore, the enshrinement of the right to the pursuit of musical activities into law, should be discussed, with the requirement of extensive research over the efficacy of educational content and methodology regarding musical activities and how to link them to local communities to promote community engagement with music. In addition, exchanges between teachers and orchestras, and the training of music teachers to equip them with expert knowledge are needed to establish a Korean version of El Sistema that fits with Korean culture and sensibilities.
