국문 초록

이 글은 고령화 사회에서 청년층과 고령층의 고용 서로 연관시켜보고 이들의 고용문제를 하나의 틀 속에서 살펴보는 데 목적이 있다. 구체적인 분석을 위해, 이 글에서는 전국과 제주도 수준에서 생산된 통계자료와 관련 문헌자료들을 활용하였다. 분석 결과, 청년층과 고령층 일자리는 경쟁관계에 있지 않다는 것을 알 수 있다. 현재 우리 사회는 복지국가의 전통적 역할과 새로운 역 할을 동시에 요구받고 있다. 복지 확대가 우리 사회의 지속가능한 발전을 저해하는 장애가 아닌 토대라는 사회적 합의를 이끌어내야 한다. 고령자 혹은 노인에게는 단순히 일자리를 제공하는 것을 넘어 좋은 일자리를 만들어낼 수 있는 방안을 적극 모색해야 한다. 이제는 젊은 세대와 나이든 세대가 시장질서의 원리 하에서 서로 반목할 것이 아니라, 모두가 함께 새로운 사회를 위해서 서 로가 각각 어떻게 공헌할 수 있는지를 찾아보아야 한다.

영문 초록

The study will be an objective analysis and evaluation on strategic approaches for the employment of young people and the aged. Aging society refers to the high portion of the population over the age of 65 and is a concept which refers to the abnormal age structure causing a great influence on societies, both socially and economically. Based on the understanding of such problems, this study will investigate the strategic directions which Korea must implement as the nation becomes an aging society. There is a goal to check the employment of elderly population related to a young generation each other in aging society. Analysis of this study showed that there are no young generation jobs and elderly population jobs in a competition relation each other. The present Korean society is requesting the traditional share of the welfare state and the new role at the same time. Korean society can continue welfare expansion and the Korean government should maximize its public spending policies to improve each citizen s human capital. At the same time, public spending on income support programs should be expanded as well.
