국문 초록

‘다문화 복지국가’ (Multicultural Welfare State)는 실현 가능한 개념인가? 오늘날 국제적 이주의 증가는 인종적 다양성을 초래하고, 이 다양성은 다시 복지국가를 지향하는 국가 정책방향에 부정적인 영향을 미친다는 비관적 논의가 점점 증가하고 있다. 이러한 맥락에서，이 연구는 서구 민주주의국가들의 이주 및 다문화주의，사회적 재분배와의 관계를 살펴본다. 이를 위해 이 연구는 우선 복지국가，이주，인종적 다양성 간의 관계를 분석할 수 있는 이론적 분석틀을 형성한다. 둘째，이 요인들 간의 관계가 실제 서구 OECD 국가에서는 어떠하였는지를 추적한다. 셋째，이들 요인들 간의 관계에서 서로 상반된 결과를 보여주는 미국과 캐나다 사례를 조사한다. 넷째, 미래 다문화사회의 복지 논의를 위한 이 연구의 의의를 살펴본다. 기존 문헌을 통한 서구 OECD 국가들의 조사결과는 가정되는 것보다 훨씬 복잡한 관계를 보여주고 있다. 인종적 다양성이 높은 국가들은 그렇지 않은 나라들보다 복지국가를 지속하는데 더 많은 어려움을 가지고 있다는 가설은 받아들여지지 않는다. 즉, 건전한 다문화주의 정책의 채택이 이 인종 다양성과 복지 사이의 긴장 관계를 악화시킨다는 주장은 일반적으로 수용될 수 없다는 것이다. 한편，미국과 캐나다에 대한 사례조사는 이 인종 다양성과 복지에 대한 분석에서 상반된 결과를 제공하는데，미국에서 인종적 다양성은 사회적 재분배에 대한 지지를 약화시키는 반면, 캐나다에서는 이민，다문화정책，재분배 사이에 안정된 정치적 균형을 보여주고 있다. 한국사회도 체류외국인이 100만 명을 넘어서면서 다인종·다문화사회로 급속히 변모해 가고 있는데，이 연구에서 서구 민주주의 국가들의 경험을 살펴본 결과는 이주와 다문화주의 그리고 복지국가 사이에 관계가 다양할 수 있다는 가능성을 제시하며，미래에 우리는 어떠한 정책가치를 선택해야 하는가에 관한 과제와 논의의 필요성을 제기한다.

영문 초록

Is the Multicultural Welfare State a realizable concept? There are increasing debates that rise in immigration brings about ethnic diversity and that this diversity w ill have negative impacts on support for the welfare state. In this context, this research examines the relationships between immigration, ethnic diversity, and social redistribution of Western democracies by reviewing previous studies. First, this research formulates the theoretical framework for analyzing the relationships. Second, it traces their relationships across Western democracies by summarizing findings of previous studies. Third, it investigates case studies of the United States and Canada, which demonstrate contrasting results concerning the relationships. Finally, it addresses implications for future studies dealing with the multiculturalism of the welfare state. The research findings show that the relationships are more complex than assumed. It indicates that countries with higher ethnic diversity did not necessarily have more difficulty in maintaining their welfare policies than other countries. That is, the adoption of sound multicultural policies did not seem to aggravate the tension between ethnic diversity and social redistribution. Pointing to contrasting patterns from each other, the case studies of the two countries show that, while in the United States ethnic diversity weakens support for the welfare state, in Canada there exists a stable political equilibrium among immigration, ethnic diversity and social redistribution. Korean society, having a foreigner population of over one million, has also been transforming rapidly into a multiethnic, multicultural society. This research, suggesting that the relationships between immigration, multiculturalism, and welfare state can be diverse, presents the task and need for debating what policy values we should choose in future studies concerning the relationships.
