종합대학 및 교육중심대학별 대학종합평가 체제의 차별화에 대한 연구

국문 초록

우리나라의 대학은 국내․외의 각종 평가 결과에 비추어 볼 때, 사회 다른 분야에 비해 상대적으로 세계적 수준의 경쟁력을 확보하지 못하고 있으며, 과거 20여 년 동안 진행되어 온 대학평가제도가 우리나라 대학의 질적 수준 향상을 위해 얼마만큼의 효과가 있었는가에 대한 문제제기도 나타나고 있다. 이 연구는 대학평가 상황에서 대학을 특성별로 분류하는 것이 타당한지를 확인하기위해 전체 대학과 특성별 대학 집단을 설명하는 구조모형을 비교․분석하여 대학종합평가의 단일 평가편람 및 가중치 부여 방식의 적합성을 논의하고자 한다. 연구결과, 대학의 특성별 구조모형은 차이가 없으나, 구조모형의 경로계수는 서로 다르게 나타나고 있어, 평가영역 및 항목별 가중치의 경우에는 종합대학, 교육중심대학 등 대학의 주요 특성에 따른 차별화가 필요한 것으로 나타났다. 따라서 대학평가시에 대학별 특성을 반영할 수 있는 제도적 장치가 마련되어야 할 것이다.

영문 초록

Considering findings from various assessments both domestic and international, South Korean universities are failing to gain competitiveness at an international level compared to other sectors of the country’s society. In such circumstances university assessments are being recognized as an effective mechanism to increase universities’ quality and competitiveness. Current systems of evaluation including the Comprehensive University Assessments of the Korean Council for University Education(KCUE), however, present problems including inability to accurately reflect the unique circumstances of individual institutions due to a uniform application of standard guidelines and weights across all schools and failure to measurably contribute to improvement in the quality of university education. By comparing and analyzing structural models that group universities according to particular characteristics, this research paper seeks to confirm that a valid approach to university assessment can be made while distinguishing between the features of individual institutions. It also discusses the validity of the current method of unified assessment guidelines and weights used in the Comprehensive University Assessments. This research paper concludes that although differences between the models of university groups are insignificant, factors leading to present institutional forms differ, and it is necessary to distinguish between the features of general universities and education universities, for example, in the weighting of assessments specific to areas of operation. Likewise, it is necessary to develop an institutional mechanism that will reflect university peculiarities in assessments, to classify schools by key characteristics, and to differentiate betweenclassifications using appropriate assessment processes, methods, and criteria.
